Job Summary

Under the direction and supervision of the Director of Medical Equipment and IT, and in close coordination with the Director of Project Delivery, the Project Manager (PM) will be part of delivering the design and construction for a highly complex project - the proposed new Hospital at UCSF Helen Diller Medical Center at Parnassus Heights (NHPH). Investment in the future of UCSF Health at the Parnassus Heights campus is critical to the survival and continued growth of the UCSF Health system. To create more access for patients and advance the research and education mission, we must think well into the future and plan accordingly. The Parnassus Heights health facilities need to be replaced and/or renovated for UCSF to meet legislated seismic deadlines of 2030 of which we are required to comply. Equally as important, however, is that investing in our facilities is a way of investing in our providers, patients, and staff by creating a more inviting, functional, and state-of-the-art building in which to provide care.
The project budget is estimated to be approximately $3.8 Billion. The project is currently in the Design Development phase, with a first patient date in 2030.
Project Manager is accountable to the Medical Center to provide the project on schedule, within budget, high quality, cost effective and appropriate to the client's needs. The Project Manager organizes, plans, and controls the design and construction effort. This may involve recommending professional design staff; coordinating the activities of clients, design professionals (architects, engineers, etc.), contractors, inspectors, and others associated with the project; monitoring project progress, cost, and quality; resolving problems that arise in the project; working with state agency officials to ensure compliance and safety. The PM has first line responsibility to communicate effectively with project stakeholders regarding program, budget, and schedule and construction impact.
PM supports the project team through all the phases of the project, from A/E selection, conceptual design, Design Development, CD's, permitting, bid, construction, commissioning, occupancy, and warranty. Coordinate all project activities with the operations of the Medical Center and Campus stakeholders.
PM Defines working criteria for a proposed project, determining the hazardous materials, infection control, phasing of work, and fire and life safety requirements that are necessary. Estimate the design review efforts for a project to assure that the quality of the construction documents is sufficient to minimize the risk of cost overruns during construction.
PM Coordinate the efforts of the Inspector of Record, state agencies (e.g., OSHPD), the builders, the designers and University representatives to ensure code compliance and quality of work, and a constructive relationship with the regulators. Prepare and verify that all required documentation is completed prior to occupancy or authorized approval of a project.
PM to focus on Mechanical, Electrical, Plumbing, and Technology disciplines (MEP). PM will collaborate with, and coordinate closely with, other University NHPH Stakeholders, including but not limited to UCSF Health Facilities and UCSF Health Information Technology (IT). PM will work closely with other NHPH PMs to coordinate scope of work and decision making..
PM will need to help lead and facilitate meetings and working groups including UCSF stakeholders, Designers, and Builders to support a variety of MEPT challenges. PM to participate in Target Value Design (TVD) process which helps keep the project on track financially. PM will need to work collaboratively with the rest of the UCSF staff and the Project Team to promote a project culture that maximizes value for NHPH.

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery, and management of physical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.
UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children's Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.
The Major Capital Construction Department is responsible for delivering the design and construction for new buildings and other major capital projects as assigned. Typical project budgets are hundreds of millions of dollars. Our goals are delivered through Integrated Project Delivery (IPD) methodologies. Our vision is to be recognized as an innovative and collaborative owner through new processes, innovation of new delivery models, contracts and commercial terms that will attract the most qualified teams. Our projects are managed in the Integrated Center for Design and Construction (Big Room). Our work emphasizes development of highly integrated and collaborative teamwork. We fully support and integrate Lean tools in our project work.
The combined UCSF Campus and Health organizations include approximately 198 UCSF and 38 contract personnel; operating/recharge budgets of more than $52.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $13.3B long-range capital development.

Required Qualifications

  • Bachelor's Degree in Architecture, Engineering, Planning or in a related field and three to five
  • years of experience in managing all phases of capital projects; or an equivalent combination of education and experience.
  • Experience managing contractors ensuring compliance with work scope and budget.
  • Experience leading multi-discipline project groups on small and medium complex projects or programs
  • Knowledge of the organization, including its infrastructure and short- and long-range strategic building plans.
  • Understanding and knowledge of industry practices. Ability to assess technical design documents, construction contracts, and related records.
  • Strong project management skills to effectively manage multiphase projects or project components within an occupied academic medical center or academic research facility.
  • Financial skills to prepare, monitor and manage project budgets, evaluate cost estimates, and review payment requests.
  • Strong communication skills on a one-to-one basis or in a group setting with project team, leaders, stakeholders, contractors and consultants.
  • Skilled in building, maintaining and nurturing strong professional relationships.
  • Strong Microsoft Office and project manager software skills. Working knowledge of CAD drawing programs and architectural design application programs.
  • Project management skills, including skill to manage complex projects.
  • Broad skills and technological knowledge in areas of architecture, construction, MEPF, Lean Construction and/or Project Delivery.
  • Demonstrated skills in problem recognition / avoidance / resolution.

Preferred Qualifications

  • Three (3) years in specialized training such as mechanical, electrical and/or construction management.
  • Experience in lean business process improvement
  • Experience Using Primavera Unifier and P6 Scheduling Software
  • University, Research Laboratory /or Medical Center experience
  • Knowledge of applicable building codes and / or regulatory requirements including, but not limited to, Title 24, OSHPD and the Americans with Disabilities Act.
  • Working knowledge of building and construction, design, construction contract administration and California Building Codes, including full understanding of industry practices.
  • Broad skills and technological knowledge in areas of architecture, construction, MEPF, Lean Construction and/or Project Delivery.
  • Knowledge of the organization, including its infrastructure and short- and long-range strategic building plans.
Licenses/Certifications:
  • Professional License in Architecture, Mechanical, Electrical or Civil Engineering
  • LEED Accreditation
