Koniag Government Services is seeking a Project Manager to support our sector of companies in San Francisco, CA.

This position will involve management of a team of 8 full-time equivalents working to provide a regional Head Start office with professional, administrative, and technical support of high-quality grants management services.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Education: Bachelor’s degree in project management, business, public administration, or related field, from an accredited university or college, master’s degree preferred
  • Years: At least 5 years of relevant and progressive post-baccalaureate professional experience managing client services, with a minimum of three years of progressive supervisory experience.
  • Management: Demonstrated proficiency/experience in successfully developing, implementing, and managing complex, high-profile projects, including experience in successfully implementing quality-assurance systems, proven project management approaches and methodologies that facilitated accuracy and improved the provision of client services. Accurately assesses complexities and dependencies in projects and activities, manages projects to completion through project management tools and regular check-ins with team and client, escalates to supervisor as needed and comes with solutions.
  • Data and Writing: Demonstrated proficiency to review, aggregate, and present data gathered from multiple sources. Demonstrated skills and experience in data management, analysis, correspondence, technical writing and editing. Knowledge, demonstrated experience, and skills in using and maintaining a wide variety of existing information technology applications including advanced spreadsheet operations, relational databases, internet-based applications including webinar and database applications, and word processing, publishing, and presentation application solutions.
  • Communication: Demonstrated proficiency to communicate clearly, both orally and in writing, and produce high-quality written products such as memoranda, presentations, and correspondence.
  • Finance: Understanding of building and managing budget, tracking expenditures against budgets, reviewing and approving invoices with an attention to detail
  • Client familiarity: Experience with Health & Human Services (HHS), particularly the Administration of Children and Families (ACF) and the Office of Head Start (OHS)
  • Grants Know-How: Experience and knowledge in the administration of federal discretionary grants, particularly grants funded under the Administration for Children and Families, ensuring grantee compliance, strong track record with customer / client satisfaction; experience with federal grant systems (GrantSolutions, ARM, etc.)
Good to Have – But Not Required:
  • Demonstrated knowledge of and experience in the management and administration of high-quality Head Start and Early Head Start services.
  • Demonstrated skills and experience in program analysis and evaluation, quality assurance and risk management, particularly as they relate to Head Start and other early childhood care and education programs.
  • Familiarity with OHS Region 9 and specific issues.
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
