U.S. Capitol Police is Hiring an Information Technology Specialist Near Washington, DC

Duties

This position is located in the Service Operations Division (SOPD), Office of Information Services (OIS), Office of the Chief Administrative Officer (OCAO), in the United States Capitol Police (USCP).

Serves as an ΙΤ Specialist for the USCP-Wide development, analysis, and implementation of technologies used to store and retrieve data, automated data systems, and inventory and oversee the technical management of USCP data collection technologies.

This position requires a background investigation.

AT FULL PERFORMANCE LEVEL:

Plans the implementation of data collection devices and leads the analysis, service requirements, and the identification and resolution of associated problems and issues. Supports the distribution, optimization, and technical management of USCP tools and data collection technologies, including, but not limited to Tasers or non-lethal self-defense weapons that store data, body-worn cameras, CCTV, etc., and core network and associated subsystems, interoperability platforms, and subscriber tools.

Leads the acquisition, refresh, and upgrade of hardware, peripherals, and software applications to ensure optimal system performance. Plan upgrades to information systems and data collection technology tools and software to ensure performance meets service level agreements.
Performs project management functions related to acquiring and implementing new data collection and storage technologies to meet USCP technology, data management, retrieval, and storage needs.

Performs planning and associated tasks for communications, data collection, and data management technology initiatives throughout USCP as well as for key interoperability partners Translates new requirements into operational solutions, conducting market research to identify alternative technologies and lower-cost options. Collaborates with stakeholders to ensure that they have the appropriate equipment for their unique requirements.

Compiles and evaluates test data, prepares technical analyses, and recommends methods and processes required to meet design objectives on new or improved products and/or processes. Serves as the Contracting Office Representative for operational contracts. Assembles procurement requests, solicitations, and market research results for supplies and equipment associated with data, information, video, and audio collection, such as Tasers, body-worn cameras, CCTV, hand tools, computers and accessories, and infrastructure supplies to have on hand for distribution.

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-09/GS-11 you must have one year of specialized experience equivalent to the next lower grade CP-08/GS-10. Specialized experience for this position is defined as the following:
Analyzing, planning, integrating and configuring network systems hardware
Diagnosing and resolving network problems, hardware/software interface and interoperability problems
Testing, installing, configuring and maintaining networks including hardware, middleware and software to ensure conformance to national standards consulting
Evaluating new hardware and software technologies for potential inclusion into the enterprise.
Education Substitution: CP-09/GS-11: Education Substitution requirements for this grade level is located in the education section of this announcement.

For the CP-10/GS-12 you must have one year of specialized experience equivalent to the next lower grade CP-09/GS-11. Specialized experience at the next lower grade level CP-09/GS-11 AND
Adjusting, modifying and improving Information Technology systems;
Diagnosing and resolving problems in response to customer reported incidents involving different platforms, operating systems, applications and desktop configurations.
Installing, configuring, integrating, troubleshooting, optimizing and monitoring network performance.
Providing guidance and solutions in planning and implementing migration activities to ensure successful deployment of technologies.

There is no education substitution at the CP-10/GS-12 grade level for this position.

Education

Education Substitution: CP-09/GS-11:Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, may be substituted for experience at the CP-09/GS-11 grade level. Such education must demonstrate the skills needed to do the work. For this position a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks is qualifying. One year of fulltime graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the 3 years of full-time study requirement. Background Investigation - Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
