The Metropolitan Water District of Southern California is Hiring a Human Resources Manager I Near Los Angeles, CA

Job Overview:

Metropolitan Water District of Southern California is looking to hire an HR Manager I. This position requires expertise in discipline, grievances, internal investigations, and labor relations principles in a public agency. The position also requires a deep understanding of all State and Federal labor laws.

In this role, you will coordinate internal investigations in response to concerns or complaints from employees or management. You will work directly and collaboratively with the business, management, and Employee Relations staff to proactively resolve issues as they escalate through the discipline and grievance process. You will also review and make recommendations to management through Employee Relations staff regarding discipline, grievances, investigations as well as advising the Employee Relations staff on the appropriate application of contractual language, personnel policies, Human Resources Programs, standards, regulations, procedures, and practices. As an HR Manager I, you will consult with the Legal Department to resolve issues related to EEO, reasonable accommodation, Public Employment Relations Board and other litigation ensuring the appropriate procedures, preparation, documentation, and presentation of cases involving employee actions. In addition, you will also participate in negotiations with the bargaining units.

The HR Manager I will collaborate with all other Human Resources functions to provide teamwork, comprehensive solutions, and recommendations. You will review operational efficiency and develop processes, methods, and data systems to improve business and service functions. This position will introduce and implement new Human Resources policies, programs, processes, and services as required as it relates to Employee Relations. You will demonstrate your excellent communications skills; prepare and deliver clear, concise, and well-organized presentations to management and employees, the Board, and external organizations.

The successful candidate will have a record of resolving a variety of human resources issues while ensuring compliance with applicable laws, regulations, policies, and procedures. The successful candidate will have a record of demonstrating the highest level of ethics and integrity while working to improve employer-employee relations. This individual will also be extremely organized with a history of showing attention to detail. This classification performs work that requires maintaining confidentiality and is routinely privy to matters that either involves confidential information, sensitive personnel issues, or exposure to confidential and sensitive strategic corporate information.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS Education and Experience: A bachelors degree from an accredited college or university and eight years of increasingly responsible relevant experience, of which two years must have been in a project management, supervisory, or lead capacity; or an advanced degree from an accredited college or university and 6 years of increasingly responsible relevant experience, of which two years must have been in a project management, supervisory, or lead capacity.

Responsible relevant experience is defined as: strong experience with Internal Investigations, processing disciplinary actions, grievances, participating in the hearing and arbitrations processes.

DESIRABLE QUALIFICATIONS:

  • Juris Doctor Graduate degree from an accredited law school

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS License(s):

Valid California Class C Drivers License or equivalent (required at time of application) that allows you to drive during your employment.
