STS International is seeking a Program Manager who will lead/manage all aspects of complex satellite communications (SATCOM) services for US Government customers. The Program Manager orchestrates the implementation, transition, operation, and maintenance of complete end-to-end SATCOM networks for US Government customers and supports related business development efforts.

• Responsible for all aspects of satellite and tactical communications systems engineering, production and fielding to DoD and US Government customers
• Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities (including system-of-systems and families-of-systems), systems, subsystems, and equipment.
• Manages cost, schedule, performance, risk, and stakeholder expectations on assigned programs
• Oversee a vast team of delivery resources (consulting and engineer support) and monitor key performance indicators to ensure a healthy, growing business within PORs and Projects.
• Provides expert leadership to project teams, as appropriate, through facilitation, information sharing, analysis, and reviews
• Leads all aspects of program implementation from planning to operations and maintenance for the full program life cycle
• Oversee all key program events and reviews as needed, such as: Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), milestone documentation development, and others as applicable
• Acts as primary customer interface within customer programs; coordinates periodic meetings, provides required status reports, and ensures customer issues are addressed/resolved in a timely fashion and within contract parameters
• Works closely with assigned government agencies, vendors, and internal staff to oversee and coordinate all functions related to client programs
• Interfaces with key vendors in coordination with company procurement/contracts to ensure requirements are delivered on time and within budget
• Interfaces with company senior management pertaining to assigned programs to report program (technical and financial) performance
• Thru exceptional customer relations, promotes business development and identifies opportunities within customer programs; works with the program team to propose solutions to grow the business on existing and new contracts
• In concert with Sales and Business Development team members, may lead or support any aspect of the business development cycle for assigned programs

• 10 years’ experience in the US Government or commercial SATCOM industry
• Bachelor’s Degree in Technical Management or relevant field, or 10-12 years program/project management experience in government contracting operation
• Current Project Management Professional (PMP) certification or Defense Acquisition University (DAU) equivalent
• Expert in the delivery of SATCOM solutions for government customers, to include multi-band/multi-frequency satellite bandwidth solutions
• Knowledge of satellite technology needs, market trends, and the procurement practices of U.S. military and other US Government agencies
• Knowledge of Federal Acquisition Regulations and Defense supplements;
• Skilled in satellite communications/knowledgeable of systems engineering principles;
• Provide subject matter expertise to US Government end-users and indirect market channels for the delivery of SATCOM solutions to meet military, intelligence community, and other specialized government requirements;
• Ability to anticipate customer needs, satellite operational issues, assess their implications, determine impact and develop/implement appropriate action plans;
• Extensive knowledge/critical understanding of DoD SATCOM program demands
• Extensive experience managing profit and loss (P&L) on Government & Commercial production contracts
• Displays exceptional communication skills and has experience effectively working/managing with US Government customers.
• Experience in the design, implementation/delivery, and maintenance of global, enterprise, end-to-end SATCOM managed service solutions including space segment, ground segment, operational services, information assurance and all program related tasks
• Strong customer relationship skills
• Extensive knowledge/critical understanding of DoD SATCOM program demands
• Extensive experience managing profit and loss (P&L) on Government & Commercial production contracts
• Displays exceptional communication skills and has experience effectively working with US Government customers.
• Experience in the design, implementation/delivery, and maintenance of global, enterprise, end-to-end SATCOM managed service solutions including space segment, ground segment, operational services, information assurance and all program related tasks
• Able to work independently; must possess multi-tasking skills
• Self-motivated ability to deliver in a fast-paced environment with emphasis on follow-through responsibilities based on task priorities
• Knowledge of systems engineering and risk management principals
• Proficient knowledge of MS Office 365 suite, MS Project & Cost Point required

Additional Preferred Experience

• Assist in the review and analysis of program and subcontractor Earned Value Management (EVM) systems.
• Support the development of contract strategies, Work Breakdown Structures (WBS) and the completion of a program risk assessment to document issues impinging on milestone execution.
• Assist with the development of documents, such as, but not limited to, Memorandum of Agreements (MOAs), Memorandum of Understandings (MOUs), Statements of Objective (SOOs), PWSs, Statements of Work (SOWs), Requests for Proposal (RFP), Milestone Documentation and, Analysis of Alternatives (AoA)
• Manage a systematic program of customer engagements to collect actionable business intelligence and shape future business opportunities
