DSA is Hiring a Program Manager Near Aberdeen, MD

DSA is seeking a highly qualified Program Manager to join our team in Aberdeen, Maryland. This position is hybrid.
The senior-level position reports to the Senior Vice President of an Operational Business Unit, delivering IT solutions to the Department of Defense, including cloud computing, application development, data analytics, AI/Client services and cybersecurity. This position supports the unit's growth and technological advancement, leading and coordinating across diverse programs. The position requires strategic guidance, leadership, and collaboration to ensure the companies offerings align with the DoD's evolving technological requirements.
Required Qualifications

  • A bachelor's degree in business, Engineering, or a related technical field
  • Active Secret security clearance.
  • A minimum of 10 years' experience in technical, business, or operational roles within entities that support the Department of Defense (DoD)
  • A minimum of 10 years' experience in leading program or project management efforts within the DoD, including the management of cost, schedule and performance and assignment of team member roles and responsibilities.
  • In-depth knowledge of DoD and Army information technology landscape, knowledge of the DoD contracting process, including systems acquisition and sustainment processes, contracting and sub-contracting, business development, engineering, finance, project management, cybersecurity, facilities security, and DoD systems development and sustainment processes
  • Experience managing programs or projects with software development, cloud migration and operations, data analytics and cybersecurity requirements.
  • Outstanding communication and interpersonal skills
  • Proven ability to lead diverse teams and manage cross-functional units on teams of over 25 people in disparate work locations.
  • Hands-on leadership style with a commitment to leading by example in task completion.
  • Self-driven with the ability to manage time efficiently and work independently without direct oversight. Demonstrates passion, resilience, flexibility, self-discipline, and the capacity to work with minimal managerial guidance.
  • Experience with Agile and DevSecOps methodologies.
  • Excellent writing skills, including experience in proposal development and technical writing.
  • Experience supporting business development efforts, customer meetings, and providing presentations
  • A proactive problem-solving mindset, with proven research capabilities and the ability to comprehend and address complex technical challenges. Aptitude for developing solutions independently when expertise is not available.
  • Dedication to continuous professional growth and development.
Desired Qualifications
  • Project Management Professional (PMP) certification.
  • Strong, respected relationships within the DoD, Army and at Aberdeen Proving Ground (APG) including PEO C3T, PEO IEWS, AFC DEVCOM, ATEC and CECOM
  • Knowledge of AI/Client tools and the competence to utilize these technologies effectively.
  • Knowledge and experience with DoD/Army Risk Management Framework (RMF)
  • Knowledge and experience with DoD Cloud environments including ECMA cARMY
  • Strong, respected relationships within the DoD and Army IT Community.
  • Identify industry partners with capacity needed to support DSA operational and business pursuits.
  • Technical certifications in relevant areas
Key Responsibilities
  • Provide Program Management on one or more DoD or Army contracts.
  • Act as the primary interface between the customer, company, teammates, and contract employees.
  • Provide overall leadership and direction for assigned program(s) or project(s).
  • Manage program budgets, resources, and timelines to meet customer expectations.
  • Lead, mentor, and manage employees including implementation of professional development plans for employees
  • Develop and maintain strong relationships with key stakeholders.
  • Implementing IT strategies that deliver projects on schedule and within budget
  • Organizing meetings to discuss project goals and progress
  • Ensuring compliance with contract and company objectives, policies, procedures, and standards; includes established agile processes and procedures to ensure the effective and efficient completion of all objectives.
  • Define and institute an industry standard program and project management methodology utilizing agile processes and exercise oversite on activities to ensure the effective and efficient completion of all objectives.
  • Work closely with customers, teammates, and company staff to ensure all necessary expenditures are accurately estimated and time phased to support the government budgeting and financial execution processes.
  • Support company growth efforts by supporting business development in the creation of Government Request for Information (RFI) and proposal responses.
