Human Resources Manager

Salary Range: $70,000 - $80,000 annually

Location: 301 W. High Street, Jefferson City, MO

HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION:

This is a highly responsible administrative position established to manage the human resource related needs of the Department. This position supervises and directs the payroll function and ensures compliance and completion of all payroll related functions and reporting. This position provides expert advice to those who administer human resources programs and procedures within Department policies and procedures, rules and regulations, and federal and state laws.

DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION:

• Assists in the overall planning, development, and administration of all human resources functions at the Department and ensures work completed complies with relevant federal and state laws.
• Assists in directing the development and implementation of departmental/divisional planning issues.
• Administers the administration of specialized human resources functions, such as compensation, classification, or selection services.
• Assists in the general management of policy development, program planning and coordination, the evaluation of policy and/or organizational changes, and new programs.
• Analyzes data and statistics in order to provide information and make recommendations to management.
• Participates in statewide teams, conferences, training sessions, and meetings relating to areas of assigned responsibility.
• Selects, trains, supervises, and evaluates staff.
• Performs other related work as assigned.

QUALIFICATIONS:

• Bachelor’s degree in Human Resources, Business, or Public Administration and four or more years of relevant work experience (substitutions may be allowed)
• Comprehensive knowledge of the principles and practices of public human resource administration
• Comprehensive knowledge of federal and state laws, rules, and regulations pertaining to public human resource administration
• Comprehensive knowledge of managerial techniques and administrative practices
• Ability to manage change, provide program management, and achieve results
• Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the Department
