State of Maryland is Hiring an ADMINISTRATIVE OFFICER I (BENEFITS & RETIREMENT COORDINATOR) Near Baltimore, MD

Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Officer I. This skilled position serves as the Benefits & Retirement Coordinator for the Department of Labor. Administrative Officer I is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies.

Main Purpose of Job

This position coordinates Labor employee health and retirement benefits and advises employees on the same, administers FMLA, and act as the liaison with the State Retirement Agency. This position also supervises the Personnel Associate responsible for benefits administration and other HR programs (Telework, COVID benefits, etc.)

POSITION DUTIES

Duties of this position includes but are not limited to:
  • Coordinate all activities as the liaison between Labor and the Maryland State Retirement Agency by interpreting laws, policies, rules, and regulations used in the administration of employee retirement plans. Attends training classes, seminars, and uses printed resources related to same.

    This coordination requires daily response to employee inquiries concerning participation in the plans, eligibility requirements, applying for service and disability retirements, survivor benefits, proper enrollment, purchasing previous services, creditable service, beneficiaries, military service credits, accidental disability retirement, re-employment restrictions, explaining allowance options, tax liability and address changes.

  • Gives orientation to new employees concerning State Health Benefit plans.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Supervisory Experience
Experience with MD State employee health and retirement benefits within the State Personnel Management System (SPMS)
Experience determining and designating FMLA status to employees and interpreting the guidelines for its use

LIMITATIONS ON SELECTION

Limited to current Maryland Department of Labor employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
