Your Specific Responsibilities:

This is a responsible professional position under the direct supervision of the Operations Manager C – SES (Cancer Program Administrator) within the Bureau of Tobacco Free Florida, Cancer Prevention and Control Program. This position serves as the Florida Colorectal Cancer Control Program (FCRCCP) Manager and provides planning, monitoring, evaluation and reporting of the FCRCCP. This position works closely with the program administrator to oversee projects and direct the day to day operation of the FCRCCP. Duties include, but not limited to, the following:

Provides overall leadership and guidance in the implementation of the FCRCCP grant activities and manages all aspects of the Centers for Disease Control and Prevention’s cooperative agreement. Plans, evaluates, monitors, and reports the CRCCP grant activities, requirements and respective special projects. Establishes and maintains partnerships with health systems and program implementation partners. Provides consultation and technical assistance to the CRCCP partners regarding screening protocols, patient navigation, policy and systems change, evidence- based interventions, monitoring for compliance with program guidelines and other areas as needed. Assumes lead for the development of the draft grant application and reports for the Centers for Disease Control and Prevention (CDC). Responds to headquarters assignments regarding cancer, including legislative assignments, prioritization assignments, budgetary issues, rule writing, etc. as assigned.

Manages contracts and FCRCCP budget. Works with program fiscal coordinator to assure tracking of expenditures and reimbursements. Monitors program funding levels, reallocates funds as needed and develops carry forward and/or budget revision requests for submission to the Centers for Disease Control and Prevention. Leads development of competitive and/or non-competitive procurement documents from drafting to execution related to program implementation. This includes but is not limited to quality improvement consultation services, evaluation services and implementation of evidence-based interventions through public health and health system partnerships to increase colorectal cancer screening rates in clinical settings in the state. Performs contract management duties, relative to the review, approval of deliverables and invoices and adequate contract manager’s file documentation at least every six months. Complete monitoring activities as appropriate (required). Develops procurement solicitation, complete process and executes contract.

Assists the Cancer Program Administrator with development of policy decisions, strategic planning and collaborative relationship building activities related to the CRCCP. Participates in the development and preparation of planning materials and data for reports, plans, ad hoc requests, special reports and assignments to help achieve state and national goals.

Enhances partnerships by promoting collaboration and integration among bureau programs, state health programs, community partners, service delivery providers and other CRCCP partners. Work towards integration efforts within the Cancer Program and other programs in the Bureau of Tobacco Free Florida and the Bureau of Chronic Disease Prevention whenever possible.

Represents the department by speaking and providing educational presentations at local, state and national meetings as appropriate, including attending all program and department related meetings and conferences. Serves as the liaison for the CRCCP on ad hoc committees as needed. Serves on local and state task forces, coalitions, networks related projects to further the goals of the program and incorporates these issues into other project areas.

Performs other duties and responsibilities as assigned or required by program activities

  1. Required Knowledge, Skills, and Abilities:. Knowledge of public health care system, quality management practices, and chronic disease prevention and control; public health programs, management principles, policies, laws, functions and practices; follow contract management procedures as outlined by Contract Administration; develop and write policy, rules, protocols, procedures, manuals, guidelines, grants and reports; communicate effectively verbally and in writing; work collaboratively with others and establish effective working relationships with a wide variety of groups; plan and conduct trainings; work under pressure, prioritize and organize work assignments independently; and effectively use Microsoft Professional Office applications and software.

Qualifications:

Minimum - : Contract Manager – Serves as a contract manager as required by Section 287.057(15), F.S. Purchasing Card – Assigned purchasing card duties. Purchasing – This position is responsible for the preparation of purchasing and the approval of purchasing. Complies and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, F.S., and Chapter 3A-24, FAC. Emergency Duty – Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. This position is designated in Group II for deployment. Incumbent may have access to records containing social security numbers in the performance of job duties.
