Based on the results of the canvass of the current eligible list for the Revitalization Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Revitalization Specialist 2 exam and be reachable for appointment from the newly established eligible list. The minimum qualifications for Provisional appointment are:
A bachelor’s degree in environmental studies, urban or regional planning, land use planning, economic/community development, real estate development, economics, or public finance AND eight years of experience as described below:
1. Four years of experience in preparing: community revitalization plans or strategies containing brownfields; reuse or urban renewal plans; or redevelopment plans for areas affected by brownfields, vacant or abandoned sites. The completed plans must have served as the basis for or led to implementation of public or private economic development projects AND;
2. Four years of experience in two or more of the following general areas: assisting communities in securing financing for capital projects, including requests for proposals, negotiating, managing, monitoring and reviewing contracts; developing various public involvement programs that build consensus among conflicting groups; coordinating the acquisition of in-kind, financial, technical assistance or training resources; or developing comprehensive land use plans or economic development programs.
In addition, two of the required eight years of experience must have included supervision of professional staff and the management of community-based, municipal, regional, or State-wide revitalization programs.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response.
