Criminal Justice Services Division is Hiring an Equal Opportunity Specialist 2 Near Albany, NY

Minimum Qualifications: Non-competitive: seven years of qualifying experience; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.
  • Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.
Substitutions: associate’s degree may substitute for two years of experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.
Preferred Qualifications: At least one year of supervisory experience is preferred.
Duties Description
The Equal Opportunity Specialist (EOS) 2 will be assigned to the Division of Criminal Justice Services Workforce Diversity, Equity, and Inclusion Unit within Human Resources Management. and will report to an Equal Employment Opportunity Specialist 3. Job duties will include, but will not be limited to:
  • Assist with the implementation of the Agency’s five-year Diversity, Equity, and Inclusion Strategic Plan, and will assist with making revisions to the plan as necessary;
  • Act as Chair or Co-Chair of the Agency Diversity, Equity, and Inclusion Advisory Council and the Agency Cultural Awareness Committee; and assist with planning, execution and promotion of cultural inclusion and heritage celebration events and programming;
  • Supervise and/or handle recruitment outreach to diverse populations for DCJS and hosted agencies;
  • Represent the Agency at career fairs for diversity recruitment outreach;
  • Review and approve Agency and hosted agency hires, ensuring that the justification for all new hires is based on non-discriminatory factors;
  • Review and provide input for the Agency’s Mentoring Program to ensure that employees from underrepresented groups are engaged, developed, and retained;
  • Oversee and act as back-up for the Designee for Reasonable Accommodations - reviewing, researching, and making determinations on all requests for reasonable and religious accommodations from employees and/or applicants with disabilities or pregnancy-related conditions as required under the American with Disabilities Act and Human Rights Law;
  • Ensure that potential legal issues are referred to the Office of Legal Services in an effective and timely manner;
  • Act as Agency Americans with Disabilities Act (ADA) Coordinator or back-up. Communicate with Agency management regarding facility/business area compliance and disperse resources or materials to achieve and maintain ADA compliance;
  • Supervise Equal Opportunity Specialist 1 staff and provide guidance, training, and support;
  • Participate in examination planning with the Department of Civil Service and HR staff to ensure that equal opportunity is considered;
  • Create and analyze reports including a report on the Agency's employment actions with respect to minorities, women, disabled persons, LGBTQ individuals, and veterans;
  • Research, develop, procure, and/or conduct training to Agency staff and hosted agency staff on equal employment opportunity; diversity, equity, and inclusion; and reasonable accommodations; and
  • Handle other projects as assigned.
