Preferred Qualifications: Demonstrated experience with developing and implementing recruitment strategies for difficult to fill positions, preferably in a health related organization, to attract well-qualified, diverse candidates that reflect the populations served; demonstrated experience coordinating and representing employers at in-person and virtual recruitment events; experience researching and interpreting laws, rules, and regulations and the associated impact on human resources activities and recommending changes to existing policies and procedures; demonstrated experience handling a large volume of Reasonable Accommodations requests in accordance with ADA guidelines; demonstrated ability to successfully balance multiple priorities in a deadline driven environment; strong analytical and organizational skills, with a high level of resourcefulness and independence; certification as PHR, SPHR, SHRM-CP, SHRM- SCP, IPMA-CP or IPMA-SCP.
The EOS 2 will implement recruiting strategies to market DOH as an employer of choice to ensure a well-qualified and diverse candidate pool to fill a variety of different titles used throughout the agency; develop and maintain database of external recruitment sources; vet newly identified recruitment sources with appropriate internal business partners; make recommendations on which recruitment events and activities to attend; ensure appropriate coverage at various recruitment events; maintain data and assess ROI for recruitment events; develop strategies to expand support of the Veterans with Disabilities Employment Program (55-c) in collaboration with the Department of Civil Service and the Division of Veterans Services. The EOS 2 will serve as the Designee for Reasonable Accommodations (DRA) for the DOH main office and oversee all aspects of the reasonable accommodations process including requests for religious exemptions; provide guidance on reasonable accommodations to five DOH facilities; resolve the most complex reasonable accommodation issues; review and issue determinations on all ADA requests related to the NYS EMT exam in consultation with the Bureau of Emergency Medical Services and Trauma Systems; respond to appeal requests from the DCS Reasonable Accommodation Appeals Review Committee (ARC).
