Under the direction of the Director, Human Resources, directly manages the administration of the Payroll, Benefits and related records administration, Workers Compensation claims and recruitment . Serves as an administrator for the HRIS/Payroll system and other HR input and report programs of the Healthcare System. Manages the planning, development, implementation, and communication for assigned programs/functions. Oversees the day-to-day operation of the assigned areas of responsibility and staff. Recommends and updates appropriate policies and procedures to ensure compliance with System and program goals and all laws & regulatory requirements. Has a good understanding of the CBAs.
Works with the Director, HR:
Oversees operations of assigned functions of the Healthcare System's Human Resources department. This includes supervision of staff assigned to these functions.
Builds and fosters working relationships with other departments, staff, and employees.
Handles/manages the recruitment process.
Builds relationships with HR vendors, service providers, consultants, and contractors. Reviews and analyzes current programs to ensure that they remain competitive and cost effective. Researches data regarding third party vendors, looking for opportunities to streamline the work cost effectively.
Does the annual AAP and EEO reports.
Participates in the Environment of Care committee, the bargaining process for Union Contracts, in surveys as needed to follow market trends.
Cross trains and is able to cover the functions of the Director, Human Resources.
Educational Requirements
Minimum: Four-Year College Degree with emphasis in Human Resources, Business Management or other related discipline or equivalent combination of education, training, and experience.
Preferred: Professional certification in human resources (SPHR or PHR) or employee benefits (CEBS).
Experience
Minimum: Five years generalist experience in Human Resources.
Preferred: Two years supervisory experience and experience working with unionized workforce.
Skills Required
Valid Hawaii driver’s license, personal vehicle available for business use with current registration and insurance, and good driving record as evidenced by clean traffic abstract
Communication and Contacts
Regular contact with HR staff, all levels of management and staff, retirees and former employees, union representatives, consultants, and venders to supply or seek information. Requires use of tact and discretion. Presents data and reports to others and/or at meetings.
Under the guidance of the senior leadership team, actively participates in the implementation of system wide initiatives. Provides leadership for the Human Resources and Volunteer Services, ensuring that department operations run smoothly and effectively.
