Summary/Objective

The Bureau of Democracy Human Rights and Labor (DRL) promotes democracy in four key areas: civil society, good governance, rule of law and human rights, and elections and political processes. The bureau engages in active, specific discussion bilaterally and in international fora to combat abuses and advocate for strengthening of democratic institutions. DRL pursuit is to ensure that the President's Freedom Agenda mainstreams into all areas of the Department's work and that DRL is equipped to support this mission

Essential Job Functions (including but not limited to):

▪ Responsible for directing, implementing, coordinating a variety of management programs impacting the Bureau
▪ Plans and conducts special studies, personally or through team members, provides advice to managers of headquarters functions, and develops and evaluates policies in assigned areas of responsibility
▪ Plans, conducts or participates in special studies as part of teams or task forces and provides assistance to headquarters, domestic organizations outside Washington, DC
▪ Interprets government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities, takes or recommends actions to achieve organizational objectives, and recommends future program objectives and improvements
▪ Responsible for providing oversight and coordinating the identification, analysis and issuance of policies with managers and top level officials of the Bureau
▪ Serves as the focal point for issues affecting and impacting Bureau missions and functions. Determines the applicability and effect of new or proposed legislation, executive orders, departmental directives and other agency decisions on Bureau operations, managerial programs, and requirements
▪ Assist in developing detailed reports and processes related to planning, tracking, and evaluating progress in accomplishing program goals and objectives
▪ Plans, develops, and coordinates planning management through briefings, presentations and conferences for executive management
▪ Ensures that accurate, appropriately concise and timely information is available to executive management
▪ Assist with the review of all submissions for substance, conformance with instructions, completeness and authorizations. The contractor shall have the following skills:
▪ Mastery of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, in order to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness
▪ Comprehensive knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s program planning, budgeting, contracting, evaluation or other activities related to accomplishing its mission
▪ Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management
▪ Ability to communicate in writing to develop policy, guidance, instructions, and reports of findings and recommendations
 Deliverables:
▪ Bi-Weekly Time and Attendance – The contractors will provide employee time and attendance data to the Contracting Officer Representative and/or the designated Task Manager on a weekly basis or as required.
▪ Weekly and Monthly Reports as requested by the Contracting Officer Representative and/or Task Manager.
▪Acceptance Criteria: The contractor shall insure all work is completed in accordance with U.S. Government and DOS standards, policy, procedures and guidelines as provided. All products and services under these tasks, and as part of the agreement, are the sole property of the U.S. Government..
Place of Performance: The work under this task will take place in the following Department of State location, and/or other locations (including, potentially, remote locations to include the resource’s home office) as designated: 

Competencies
The contractor shall have the following skills:

Supervisory Responsibility
This position requires no supervisory responsibility

Position Type/Expected Hours of Work
Office hours are 8:15 a.m. to 5:00 p.m.; Monday through Friday, though starting hours may range from 6:45 a.m. to 9:00 a.m. upon mutual agreement.
 Telework/Alternate Work Schedule (AWS) Policy
Telework is an alternate work arrangement that gives contractor employees the opportunity to conduct all or some of their work away from the primary workplace to accommodate both core and situational telework employees within the Department. It has no effect on the hours an employee works. The location of telework is normally the employee’s primary residence. Work from any other place must be approved by the COR before teleworking.
A contractor employee's participation in an AWS, flexi tour, flextime, credit hours, or telework is voluntary and subject to COR approval.
A COR may cancel or adjust the telework arrangement by providing written notice to the contractor employee's company.
This decision is not subject to dispute nor does it give rise to a claim under the contract.
The initial eligibility criteria are the same as that for Federal Employees and are listed at 3 FAM 2362.2. At any time with prior notification a contractor employee’s AWS can be terminated or modified for operational considerations related to workload demands.
All contractor employees that engage in telework must complete the U.S. Department of State Telework Agreement, DS-5150
Security Requirement:
The professional management and administrative services that the employee performs on this task order requires a SECRET Security Clearance.
Standards:
The contractor shall ensure all work is completed in accordance with U.S. Government and DOS standards, policy, procedures and guidelines as provided. All products and services under these tasks, and as part of the agreement, are the sole property of the U.S. Government. 
Identification of Non-Disclosure Requirements:
The selectee must execute and sign non-disclosure agreements when they work with sensitive and/or proprietary information. Forms to be executed and maintained by the Contracting Officer Representative.
Government Furnished Property:
The Department of State will provide the professional, management, and administrative service employee with a computer workstation and access to existing applications (e.g., e-mail, MS Office Suite, etc.), adequate office space, and telephone service. The Department will also provide printers, faxes, and copiers. Telephones may only be used in accordance with Federal Guidelines and Standards to conduct DOS related business. Government furnished computer equipment and use of office equipment (such as faxes, copiers) will be provided
The Department will provide computer storage space on the Department’s unclassified network to host the professional service employee deliverables. All deliverables (e.g., documented procedures, customized software, applications and enhancements) are the property of the Department of State and will be returned to the Department of State upon completion of the support services.

Travel

It is anticipated that domestic and/or international travel may be required. Travel will be on an as needed basis and must be authorized and coordinated in advance. The contractor will be responsible for coordinating all administrative and logistical tasks related to travel for all contractor personnel assigned to this contract. These responsibilities include, but are not limited to, coordinating all travel arrangements (lodging and transportation) and payment thereof. The contractor must ensure adequate travel funds are available on the contract, if funds are exhausted at the time of travel and the Contract Specialist has not given a “notice to proceed” the contractor travels at his/her own risk of cost. All travel will be in accordance with the Federal Travel Regulations. All travel will be pre-approved by the Contracting Officer’s Representative and Contracting Officer. 
Training
This position will be expected to complete training relevant to his or her job duties. Specifically, it is anticipated that there will be reimbursable FSI learning costs. If such costs are to be claimed, they must be pre-approved by the DoS Contract Specialist. 

Security Clearance
This role requires a secret clearance.
