SUMMARY
Position will support the Procurement Department with the coordination, negotiation and procurement of transportation and related items.
Account Procurement Manager will be responsible for and support the SrProcurement Manager and Carrier Development Team with bid management, sourcing recommendations, contract administration, quality program management, and internal and external customer relationship management for procurement activities within ProTrans. Candidate will be capable of communicating with people at all levels within their organization and ability to determine the appropriate communication style.
ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.
Account Procurement Manager
Contract Management
Assist the Contract Administratorin obtaining contracts for all assigned business.
Facilitate fuel surcharge programs with carriers and Freight Bill Audit and Payment (FBAP) service providers
Provide contracts (including rate adjustments) and contract interpretation to customer FBAP service providers(if required), post audit payment providers. Specific carrier contract information must be provided to FBAP provider and post audit provider as changes are made and will reflect the effective date of new rate. FBAP provider may be ProTrans or another outside FBAP service provider.
Work with customer premium freight management service provider to maintain and support the customer premium program when applicable. Premium freight management may be handled by ProTrans.
Utilize customer’s FBAP provider and premium transportation service providers to obtain information to support carrier billing inquiries.
Ensure all contracts are executed between provider of services and an executive team member of ProTrans.
Bid Management
Utilize ProTrans bidding process for all services.
Assist bidders with the interpretation of the bid data and format
Manage contract negotiations
Communicate the status of all carrier rate negotiations with ProTrans Management and customers (when necessary) prior to signing any such agreements of newly negotiated terms
Carrier Selection
Based on the program selected by Customers, Protrans will select a Primary carrier and a Secondary carrier for all transportation bids (if warranted).
Carrier recommendations shall be based on industry/carrier knowledge, carrier ratings, customer specifications, and rate bid by carrier.
Carrier Quality Program
APM will educate the carrier base regarding the Carrier Quality Program.
Create, maintain, and conduct annual formal carrier rating review with carriers
Support customer carrier recognition programs if necessary.
Administer and support Carrier Performance Program
Maintain database of identified carrier problems/concerns
Utilize root cause and prevent reoccurrence methodologies
Engage in dialogue with carriers on performance related issues
Drive resolution of problems/concerns
Minority carrier certifications tracking
Maintain carrier minority certification in carrier file
Provide reports of minority spend for all in-scope modes and services as requested by customer
Insurance compliance
Maintain insurance database with carrier insurance information
Ensure carrier compliance to insurance requirements
Claims Management
Assist ProTrans personnel and customers with carrier damage reporting process and closure
Reporting
Complete all required data analysis, bid assessments and modal trend reporting as necessary.
Track savings compared to baseline
Track mitigation savings when applicable.
Task Management
Ensure that all procurement tasks are entered for assigned business on a weekly basis
Drive resolution to open tasks
Maintain customer specific documents to support operations, including carrier lists and reference guides
Attend customer meetings and plant visits as needed (minimal travel required)
Special Projects
Carrier Support Project Management
Assist ProTrans carriers with the implementation of any and all aspects for the carrier support project (TMS launch, Tire Program, etc.)
Support SCM and Engineering teams with requests
Support FBAP as needed
Identifies and implements continual improvement initiatives to enhance the performance of the position, team, and company.
EDUCATION AND/OR EXPERIENCE
Bachelor's degree (B.A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
