Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $80,000-$84,000.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. The Division of Youth and Family Justice (DYFJ) Detention Services is a 24/7 operation responsible for oversight and management of secure detention services for juveniles awaiting disposition in family and supreme courts.
The Administration for Children's Services (ACS) seeks to hire Court Service Directors as new needs. The Division of Youth and Family Justice (DYFJ) Detention Services operates 24/7 with responsibilities for oversight and management of secure detention services for juveniles awaiting disposition in family and supreme courts.
Specific duties include but are not limited to:
  • In charge overseeing the day-to-day functioning of the admissions and court service units.
  • Manage operations of an assigned tour in the Admissions Court Service units by planning, monitoring, and evaluating the Admissions/Court Service process.
  • Familiar with the judicial process and legal paperwork including the Juvenile Detention Automated System (JDAS).
  • Knowledgeable of Secure and Non-Secure Detention and the Child Welfare System
  • Review the daily census of Secure Detention to ensure all movement and data entry is recorded accurately in JDAS.
  • Collaborate with Movement Control and Communications Unit (MCCU) regarding court orders and youth movement.
  • Provide coverage for facility operations in the absence of the Executive Director.
  • Perform interviews and manages the screening process to fill the vacancies in the respective units.
  • Supervise AYDS 1's and AYDS 2’s assigned in the unit.
  • Ensure compliance with the Agency’s time and leave policies while supervising, monitoring, and resolving city time related issues, conducts individual conferences and meetings with staff.
  • Document progressive discipline.
  • Manage staff scheduling, absenteeism, and overtime reduction.
  • Implement policies and evaluates current practices to ensure operational safety and security for youth and staff are maintained.
  • Demonstrate competence executing and performing Safe Crisis Management (SCM) and ensures staff are compliant with SCM training requirements.
  • Review incident reports to ensure reports are legible, accurate and that reports contain all required identifiers.
  • Conduct video review as part of the incident follow-up process to identify areas of success and trends impacting incidents.
  • Within 24 hours of any occurrence, conduct investigation on allegation of child abuse and critical events by performing interviews, reviewing videos and incident reports, generating managers’ report and submitting plans for corrective action to the Executive Director.
  • Assess and evaluate critical areas and formulates action plans to address identified operational needs to better manage the Admissions Court Service units.
  • Correct data entry errors to ensure reports are accurate when distributed to other departments.
  • Collaborate with internal and external stakeholders including DOP, DOC, LAS, Corporation Counsel, Sheriff’s Department, NYPD AND OCFS regarding matters concerning youth in the custody of ACS.
  • Monitor the compliance of staff with all mandated trainings and recertification requirements
  • Directly observes and monitors staff performance and work outcomes to determine if additional one on one training is needed to further develop staff's skills.
  • Conduct spontaneous visits to different city courts including Family and Supreme courts for inspection purposes.
  • Prepare statistical data analyzing incidents and trends
Note, the Court Services Director may be assigned to work during different shifts including days, evenings, nights, weekends, holidays, and overtime depending on its needs.

Minimum Qualifications

1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or
2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.

Preferred Skills
The preferred candidate should possess the following: - Skilled in utilizing computer software such as Microsoft Word and Excel. - Experience within the Juvenile Justice system and/or related fields. - Knowledge of the functions and operations of juvenile detention. - Demonstrated superior judgment, analytical ability and management ability. - Experience and ability managing professionals and civil service staff. - Ability to problem-solve and make decisions in a timely manner. - Ability to work under pressure and with tight deadlines. - Strong organizational, written, and oral communications skills. - Ability to lead and work as part of a team, as well as independently. - Ability to prioritize tasks and undertake several critical projects simultaneously.
