The State of New Hampshire, Department of Health and Human Services, Bureau of Family Assistance has a part time vacancy for Project and Program Specialist.
SUMMARY:
Researches, analyzes, and interprets program regulations, policies, work procedures, and data within the SNAP program. Monitors compliance and reviews statutory program requirements and business procedures to coordinate the development of operational standards and work procedures for the Bureau of Family Assistance (BFA) SNAP program. This position is assigned to BFA SNAP and reports to the Administrator III.
RESPONSIBILITIES:
Researches and analyzes state and federal laws, BFA policies and procedures related to the SNAP programs to recommend revisions to current or proposed policy and procedures.
Coordinates with the SNAP Administrator III, SNAP Program Specialist IV, policy unit, other BFA program specialists, field operations staff to identify and investigate inefficiencies and inconsistencies, develop alternatives, and modify SNAP program operations.
Cultivates and maintains a thorough working knowledge of all SNAP benefit program policies and procedures.
Conducts research and provides subject specific content to support special projects.
Organizes and tracks SNAP data to prepare program and statistical reports which, serve as a basis for evaluation or implementation of program changes, and identify trends for use in enhancement of service delivery department wide.
Responds to SNAP operational questions received from field staff and identifies areas where policy or procedures need to be clarified or updated.
Participates in the development of RGAs and RFPs and has oversight of SNAP-related grants, contracts including review of invoices, goals and deliverables.
Responds to surveys or requests for information from federal agencies, private agencies other states, and law enforcement.
MINIMUM QUALIFICATIONS:
Education: Bachelors degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years professional or paraprofessional experience in budget analysis, fiscal management, professional auditing, business administration, determining eligibility of clients, or interpreting laws, rules, plans, regulations, or policies, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
LICENSE/CERTIFICATION: Eligibility for NH drivers license and/or access to transportation for statewide travel.
