Job Location: 21 W. Boardman Street, Youngstown, OH 44503
Title of Immediate Supervisor: Mahoning County Board of Commissioners
Responsibilities:
Responsible for directing all human resources functions in alignment with the strategic and operational goals of the Board of Mahoning County Commissioners, personally and through subordinates, which include the administration of the County’s self-funded employee benefit plans, personnel policy development and implementation, recruitment, employee relations, compensation management, and labor contract negotiations and administration. Monitor and ensure compliance with federal and state laws and regulations, and recommend best practices. Develop and implement departmental budget. Incumbent also provides human resources services to other departments and Elected Officials as requested.
Qualifications:
Bachelor’s Degree required, Master’s Degree preferred in either human resources management, labor relations, public administration, industrial relations or other closely related field; SHRM, HRCI or IPMA certification a plus; or any combination of training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Ten years progressively responsible relevant experience, including supervisory experience in human resources functions to include significant experience in labor and employee relations; health care management and employee benefit analysis; job classification and compensation; and training.
Experience in public sector employment and labor contract administration preferred.
