Position Summary 

The Payroll Manager will conduct day-to-day payroll related activities and be responsible for processing bi-weekly payroll on ADP Workforce Now. The Manager will develop and maintain effective and efficient payroll administration and payroll procedures and provide accurate and meaningful communication with all levels of the organization as it relates to Payroll. The Payroll Manager will oversee the preparation, generation, and maintenance of all payroll documents. The Manager must be extensively familiar with Federal, State and local payroll laws, and ensure maximum compliance. 

Essential Functions

  • Coordinate and process Greenwich House bi-weekly payrolls. Serve as the primary point of contact for all employee payroll-related questions, concerns, and disputes.
    • Make employee payroll changes, such as changes of wages, 403(b) contributions, benefits deductions, tax exemptions, tax withholding, direct deposit, and wage garnishments.
    • Accurately prepare and enter payroll data into ADP Workforce Now.
    • Review timecards in ADP Time & Attendance. Contact department heads and employees for any payroll or timecard related issues. 
    • Research and resolve issues and errors related to payroll and timecards with the support from ADP Client Service.
    • Transmit 403(b) contributions, matching, and loan deductions on the Principal website for both company codes. 
    • Supervise and cross-train the payroll back-up employee.
  • Ensure compliance with all applicable Federal, State, and local employment laws and regulations.
  • Direct and supervise all payroll processes and payroll-related actions according to policies, procedures and pre-determined schedules.
  • Keep current on changes in payroll-related software and platforms. Train program directors, supervisors, and employees to properly use these platforms. 
  • Partner with Human Resources to implement continuous improvements, including adoption of best practices and updating standard operating procedures.
  • Prepare requested reports, such as gross payroll, hours worked, leave accruals, tax deductions, benefit deductions, 403(b) deductions, union deductions, Department of Labor Quarterly Census Report, etc.
  • Transmit monthly union benefit contributions to the National Benefit Fund’s online portal. Report union employees on leave to ensure their benefit contributions to the National Benefit Fund are calculated correctly. 
  • Prepare and submit and reconcile payroll-related documents for quarterly reporting. Prepare schedules for 403(b), NYSIF, and annual corporate audits. Provide schedules for annual NYS CFR and IRS 990’s.
  • Prepare and file quarterly/annual payroll tax forms (i.e., Form 941) and reconcile to related general ledger accounts.
  • Review and approve payroll-related invoices and journal entries (e.g., ADP Payroll and Time & Attendance, Aflac, etc.). Follow up with vendors to dispute any discrepancy.
  • Perform other tasks and special projects as assigned by the direct supervisor.

Qualifications

  • Bachelor’s degree in accounting, finance, business administration or closely related field is strongly preferred.
  • Minimum of 5 years’ experience in automated payroll processing. ADP Workforce Now experience is a must. Certified Payroll Professional (CPP) preferred. 
  • Experience with union payroll in a multi-service non-profit setting is a plus. 
  • Experience in payroll tax and accounting principles as well as wage & hour and labor employment laws. 
  • Strong organization, time management, and problem-solving skills.
  • High level of integrity and confidentiality. 
  • Ability to work under pressure and meet flexible deadlines in a fast-paced environment.
  • Excellent reconciliation skills, accurate, efficient, and analytical.
  • Ability to ensure that proper controls are in place, documented and followed.
  • Ability to perform multiple tasks simultaneously.
  • Excellent interpersonal, oral, and written communication skills.
  • Proficiency in Microsoft Office (Mostly Excel, Word, and Outlook).
  • Be a team player, ready to take initiative or support on new projects/tasks.
