Assistant General Counsel I Department of Family & Medical Leave

DFML is looking for an attorney with project management experience who enjoys problem-solving, process improvement, policy development, and contract management to join our team as Assistant General Counsel.

Who we are:

DFML's mission is to implement and run the Commonwealth's Paid Family & Medical Leave program that provides income support to Massachusetts workers and their families during significant life events while serving as a partner to employers to deliver program integrity.

What you'd do:

The Assistant General Counsel, who is based in Boston, MA*, would be a member of the DFML Legal Department, which serves as in-house counsel to the DFML providing legal advice and support to agency staff on internal operational matters including:

  • Advise DFML staff and EOLWD regarding law and policy affecting DFML. Provide research, written analysis, memoranda drafting, process management, and policy development work on various issues relating to the PFML law.
  • Support DFML staff and vendors in translating law and policy into actionable requirements for program implementation (including software development and configuration requirements).
  • Serve as a Keeper of Records and Records Access Officer for DFML and aid in data security, data protection compliance, and public record request responses.
  • Research, draft, interpret, and amend agency regulations, guidelines, procedures and policies.
  • Engage in contract review, drafting, negotiation, management, and compliance, while working in collaboration with the Vendor Coordinator and Operations Managers to monitor and improve task orders and vendor invoice process and leveraging contract compliance as a vehicle for cost savings for the Department.
  • Analyze communication materials (for example, publications, website pages, and other content in collaboration with the Content Team) for legal compliance.
  • Represent the department as necessary, including in public meetings and hearings, and in administrative and judicial proceedings.
  • Other duties, as assigned.

Who you are:

We're seeking candidates who have:

  • A Juris Doctorate Degree
  • Membership in good standing with the Massachusetts Bar
  • Ability to navigate, implement, advise and manage contracts, especially in the technology and/or call center business realms, or other relevant technology, finance, or project management experience.
  • Ability to communicate complex legal and policy concepts to nonlegal audiences, collaborating with non-legal audiences to develop and improve legally compliant yet efficient processes and policies.
  • Great curiosity and judgment; motivated to implement better solutions when needed.
  • A commitment to diversity, equity, and inclusion in their work and workplace
  • Flexible and pragmatic problem-resolution ability
  • Ability to write concisely to express thoughts clearly and develop ideas in a logical sequence.
  • Ability to work independently under narrow time constraints as well as collaboratively to negotiate solutions to complex problems.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the (A) required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the (A) required experience.
