 JOB DESCRIPTION

EDWARDSVILLE COMMUNITY UNIT SCHOOL DISTRICT #7

Position Title: Director of Human Resources

Department: Administration

Location: Central Office

Reports to: Superintendent

FLSA Class: Exempt

SUMMARY

 Oversees all Personnel matters, employee relations, negotiations, supervision of employees, substitute staff, staff files & reports, labor relations, and staffing. 

DUTIES

  • Oversee the hiring process of the District from beginning to end. Recruit, screen and recommend employment of applicants.
  • Oversee staffing assignments for all employees
  • Assure instructional staff members are properly certified.
  • Coordinate all aspects of contract administration and assist with negotiations for all employee organizations.
  • Advise supervisors about matters involving discipline, job performance, employee duties and assignments.
  • Administer the District’s grievance procedure.
  • Consult with and advise administrators and supervisors on contract interpretation and implementation.
  • Monitor Personnel policies and record keeping.
  • Oversee the District employee performance evaluation process.
  • Supervise a substitute service for absent certified staff.
  • Authorize salaries and/or wages (in close concert with Business Office).
  • Administer provisions of collective bargaining agreements and/or district procedures dealing with staffing, transfers, discipline, leaves, resignations, retirement, benefits, vacations, absences, and supplemental pay.
  • Interface with District legal counsel on personnel, contract, and grievance matters
  • Coordinate staff development for certified and classified staff.
  • Coordinate certified staff workshop credit and movement on the salary schedule.
  • Oversee employee leaves, including workman’s compensation leaves, sick leave banks, and accident/injuries.
  • Oversee the District employee awards programs. 
  • Oversee the effectiveness of student placements in and out-of-district.
  • Attend Board meetings and prepare such reports for the Board as the Superintendent may request.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Minimum of a Bachelor's degree in Human Resource Management; Master's Degree preferred 
  • At least 10 years of Human Resource Management Experience; School Human Resources experience preferred
  • Establishes and maintains effective and courteous work relationships with those contacted in the course of work (students, staff, and parents).
  • Possesses the ability to understand and follow basic oral and written instructions.
  • Possesses the ability to communicate to and maintain relationships with volunteers, community members, and outside agencies in an acceptable/courteous manner.
