**Duties**

** Summary**

The Lead Program Support Specialist is administratively assigned to the Office of Infrastructure (HIF), reporting to the Associate Administrator's for Infrastructure. The Lead Program Support Specialist participates as a full member of the Office of Infrastructure (HIF), Office of Safety (HSA) and Office of Innovative and Delivery (HIT) Leadership Teams and is responsible for establishing a solid administrative and fiscal foundation to support the overall goals and objectives of the offices.

**Responsibilities**

**As a Lead Program Support Specialist, you will**:

Provide direction and oversight to team members, ensuring that products are timely and accurate. Provide leadership in the development of team goals, objectives and priorities; strategic and operational plans; milestones; and performance measures.

Recommend reprogramming or reallocation of funds to assure orderly execution of planned programs of the office.

Maintain a sound budgetary control system (to include standard operating procedures) to ensure that funds are being effectively utilized and not over-obligated or under-utilized.

Serve as Training Coordinator, managing the overall training activities to include identifying training needs and requirements, recommending career development programs and initiatives that will increase effectiveness.

Be responsible for the financial administration and coordination of procurements. Manage the overall purchase card process. The **ideal candidate for this position** has experience in one or more of the following areas: human resources, financial management, logistics (support services) management, or information technology. There will be two selections made from this advertisement. As a Lead Program Support Specialist (Administrative) you will be overseeing the execution of all administrative, human resource, training coordinator, and GOE financial matters. As a Lead Program Support Specialist (Finance) you will be overseeing the execution of all financial, acquisition, coordination of procurements, and manage overall purchase card process.

**CONDITIONS OF EMPLOYMENT:**

**TIME-IN-GRADE:** Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

**COVID VACCINATION:** As required by , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employees duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

**To qualify for the Grade 14**, you must have at least one year of experience equal or equivalent to the GS-13 and it must include:

Experience leading and managing administrative and financial management professionals in effectively meeting administrative and financial support needs.

Experience developing and preparing annual operating budgets; assembling, analyzing, and presenting budget and program information; analyzing financial processes and proposing improvement, and reviewing and analyzing program budgets to formulate and recommend improvements.

Experience presenting policies, procedures, and regulations; developing materials for reports, briefings and meetings; and communicating program strategies, goals, objectives and priorities.

**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):** Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Administration and Management- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
