Overview

USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The USAID/BHA Office of Global Policy, Partnerships, Programs and Communications (G3PC) serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus.

An integral part of G3PC’s Management and Integration Team (MIT), the Staffing Specialist will facilitate office-wide recruitment by supporting the administrative and operational staffing responsibilities of G3PC leadership and staff. Day-to-day work assignments and oversight will be provided by the MIT Team Lead, with formal supervisory and evaluation functions performed by a BHASC Performance & Development Manager.

Responsibilities

  • Managing and tracking the office’s recruitment actions and maintaining recruitment records, including emails, electronic files and spreadsheets, and file folders.
  • Working closely with USAID’s Office of Acquisition and Assistance and the Talent, Acquisition, Management, Outreach (TAMO) and Workforce Planning teams in BHA’s Office of Humanitarian Business and Management Operations to ensure that the office is following guidelines related to bureau recruitment processes.
  • Proactively following up with all parties involved in a recruitment, following through on timelines and deadlines.
  • Drafting and distributing routine recruitment communications, including notes and staffing action items to office leadership.
  • Maintaining and updating the office’s organizational charts on a recurring basis.
  • Developing new systems and approaches to address ongoing recruitment challenges.
  • Supporting planning processes for temporary staff activations, rotations, and details.
  • Tracking personnel performance evaluation deadlines, contract end dates, and updates on security clearances and State Med medical clearances, and supporting the office to submit timely documentation related to personnel contract modifications.
  • Facilitating administrative support, placement, and onboarding for new staff across various hiring mechanisms, including foreign service, detailees, and personal services contractors.
  • Researching policy, guidance and processes, as they relate to various federal hiring mechanisms used at BHA, to support the execution of a variety of administrative and human resource actions.
  • Serve as an outreach coordinator or other role supporting the humanitarian response needs of USAID/BHA D.C.-based Response Management Teams (RMTs) and/or Disaster Assistance Response Teams (DARTs) overseas.
  • Perform other duties as assigned.

Qualifications

Education and Experience:

  • Preferred: At least 2 years of directly related experience with a Master’s degree, 3 years of directly related experience with a Bachelor’s degree, or 6 years of directly related experience without a degree.
  • A minimum of two years of experience managing human resources, staffing and/or project operations, including experience supporting senior- and mid-level managers, preferably in a government environment.
  • Knowledge of USAID or U.S. Government rules and regulations related to personal services and institutional services staffing, recruitment, and contracting is preferred but not required.
  • Minimum: BS 2 Years, MS 0 , or HS 6
  • Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

  • Be flexible and adaptable to changing circumstances; and
  • Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
  • Working Conditions and Physical Requirements:
  • Hybrid work environment (in-person with the ability to telework);
  • Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).

Salary Range:

Full pay range for this position is $95,000.00 to $102,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
