Cameo Consulting Group is Hiring a Federal HR Staffing Specialist (DE Certified) Near Washington, DC

Cameo Consulting Group, LLC, a management consulting practice based out of Alexandria, VA, is seeking several qualified and available HR Staffing Specialists to support a current Federal client in Washington, DC. The positions are full-time, long-term in nature, and 100% remote. 

General Duties may include:

 Human Resources Staffing and Placement

·Provides OPM Delegated Examining (DE) and Agency merit promotion staffing administration and support services for a wide variety of professional, administrative, technical, and clerical Title 5 positions at the GS-15 grade level and below in the federal service.

·Develop job analysis, crediting plan questionnaires, and aligned vacancy announcements for various positions.

·Review applications for eligibility and performs qualifications analysis using appropriate OPM qualification standards.

·Adjudicate veterans, preference, and where appropriate designates category ratings for competitive applicant pools.

·Coordinate and lead applicant evaluation panels.

·Issue certificates of eligible candidates, and merit staffing lists tied directly to full spectrum of special emphasis hiring authorities (in excepted and competitive services)

·Help develop position descriptions, Classification of Positions, Advice on Employee Relations, and Consulting on Performance Management and Staffing.

·Assist with the development and establishes new and revised position descriptions using appropriate Federal position classification standards, practices, and methodologies; and provides expert classification and position management advice, guidance and assistance to managers, employees, and other HR staff.

·Review proposals for reorganizations or establishment of new organizations submitted through OHR for approval.

·Assists in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses and changes in critical competencies.

·Consults with management on a wide range of staffing issues such as workforce shaping, reduction in-force, special placement programs, recruitment methods and special pay incentives.

·Administer and document findings in automated DE and merit staffing case files.

·Post audits certificates/merit staffing lists.

·Conduct DE and merit promotion staffing file audits prior to closure and writes appropriate findings with recommendations for further action to ensure staffing compliance with the full spectrum of Federal staffing regulations, procedures, and standard Agency practices.

·Adeptly use automated systems (i.e. Monster Government Solutions Staffing System) to perform Delegated Examining, and merit staffing for assigned cases.

·Review completed staffing work against Service Level Agreement metrics and strives to improve timeliness and quality performance against applicable Agency metrics for all work performed.

Human Resources Personnel

·Review and process the full spectrum of staffing and placement actions (including accessions, reassignments, pay, and other actions) using OPM guidance (Guide to Processing, Personnel Actions) and other regulatory guidance in the U.S. Department of Treasury’s HR Connect System that interfaces with USDA’s National Finance Payroll/Personnel System.

·Troubleshoots actions, affects historic correction actions where warranted, and ensures processing using EPIC and WebTA systems where appropriate.

·Adept experience using HR Connect, NFC, EPIC and WebTA to troubleshoot historic personnel action errors, process large volumes of new hire and placement actions. Advises on use of personnel payroll system to ensure timely and accurate pay of new hires and existing employees on new assignments.

·Make presentations of reports of findings, alternatives, and recommended approaches to resolving mass transaction changes.

·Advice on developing procedures in support of agency programs.

·Measure program effectiveness vs. resources assigned, monitors work completed against Service Level Agreement and quality measures.

Qualifications:

·Expert knowledge of Federal Civil Service rules and regulations in multiple HR disciplines, most importantly, but not limited to, staffing, personnel action processing, and position classification.

·Demonstrate experience and thorough understanding of Monster Government Staffing Solution to administer DE and merit promotion staffing recruitment case management for an organization.

·Demonstrate experience adjudicating veteran’s preference and staffing special emphasis hiring campaigns using excepted service and competitive service.

·Practical experience in applying agency policies and Federal regulations to conduct recruitment, staffing, personnel action processing and classification activities, and other related disciplines.

·Proven analytical, verbal, and written communication skills.

·Presentation skills and an ability to speak confidently to a wide variety of audiences.

·Experience in leading, planning and carrying out major projects impacting the human resources process, policy, and implementation procedures.

·Ability to staff a large volume of applications quickly and accurately under tight deadlines to meet Service Level Agreement metrics.

·Strong skill at documentation and input into required systems.

·Delegated examining certification by the Office of Personnel Management is required to perform delegated examining activities.
