The Human Resources Analyst will handle the onboarding process for new employees, process employee transactions, and serve as the agency’s payroll coordinator and subject matter expert (SME) on HRIS such as Cardinal, PageUp, COVLC, SignNOW, etc. Reporting to the Human Resources Manager, this position will respond to and resolve issues ranging from simple to moderate complexity before escalating more complex matters to senior members in HR. The ideal candidate will be able to successfully strike the balance between strategic and operational HR excellence while being able to convey the “why behind the how.”

Minimum Qualifications
The successful candidate will have:
● Considerable knowledge and/or experience with HR principles and practices, Commonwealth of Virginia human resource policies/procedures, and applicable State and Federal laws is preferred.
● Considerable knowledge of the Commonwealth of Virginia payroll and leave policies and procedures within the Cardinal CAPP Manual and Time, Attendance and Leave Manual.
● Extensive knowledge of Cardinal HCM HR, TA, absence management, benefits, and payroll systems.
● Strong working knowledge of personal computer operations and working knowledge of Google Suite
products and PageUp is a plus.
● Exceptional organizational skills, ability to meet deadlines, and handle multiple tasks in a fast-paced work environment.
● Excellent written and oral communication skills, including the ability to communicate effectively and tactfully with all levels of Science Museum staff.
● Ability to use database software to compile, manage, and report workforce planning and development data.
● Demonstrated ability to analyze data and reach conclusions, which are logical and legally supportable.
● Ability to follow guidelines, established procedures, and administrative policies.
● Ability to interpret policies and procedures.
● Ability to establish and maintain effective working relationships.
● Ability to handle confidential and sensitive information appropriately and with discretion.
● Problem resolution skills and the ability to collaborate with others.
● Demonstrated abilities to professionally and effectively deal with a broad spectrum of people representing
citizens, government and the private sector both in person and by telephone.
● Proven ability to work both independently and as part of a team, complete tasks without immediate supervision, work with senior leaders to accomplish goals with the ability to lead and train.
● Establish and follow logical priorities of tasks and collect, assemble and process information.
Additional Considerations
● Considerable experience in the human resource field and/or proven experience in a similar role.
● Considerable experience with processing payroll and benefits coordination.
● Experience with Cardinal, Google Suite, and database management
● SHRM-CP or PHR certification is a plus.
