The City of South Portland, a forward thinking community of over 25,000 located on scenic Casco Bay in southern Maine, currently is seeking a fulltime Director of Human Resources to lead our Human Resources Department. This is an opportunity to join a well-run city and play an important part in serving our community. We are seeking an experienced and innovative professional to join the leadership team of the City and to oversee the Human Resource functions for 320–plus municipal employees with a team of 3 dedicated, passionate and accomplished fulltime staff.
Position Summary: The HR Director plans, organizes, and directs a variety of complex administrative, technical, and professional work of the human resources functions of the City. The position provides leadership to the City designing systems and programs, and developing and implementing major personnel programs and policies for organizational effectiveness, workforce management, and employee engagement. This includes compensation and benefit systems, workers’ compensation, employee leaves of absence, classification structures, recruitment, hiring and onboarding, employee development and training, performance management, policy administration/compliance, drug & alcohol testing programs, safety program, and labor/employee relations. The Director will advise the City Manager and department directors on effective personnel management, and this position may function as the chief negotiator for contract negotiations and administration with the City’s six (6) collective bargaining units.
The Director’s work is performed with considerable discretion, initiative, and independent judgment under the broad policy guidance and general supervision of the City Manager. This position also oversees one fulltime Safety Coordinator and the Social Services/General Assistance Office staff of four.
Education: Bachelor’s degree in Human Resources, Public Administration, Business Communications, or a related field is required. A Master’s degree in Human Resources, Public Administration, Business, Communications, or another related field is preferred.
Experience: Five (5) or more years of progressively responsible, related experience in a position of comparable scope.
We will consider an equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to perform the duties of the Human Resources Director.
Public sector labor relations and collective bargaining experience is desirable. Human Resources professional certification through SHRM, Human Resources Certification Institute, International Public Management Association, and/or Certified Labor Relations Professionals (CLRP) Certification preferred.
This is a salaried position with a 37.5 hour standard schedule over a four day week (Mon-Thu), with the option to spread these hours over five days and work remotely or in-office flex time on Fridays. The Director’s responsibilities require a flexible schedule with, at times, longer than normal hours to meet demands that may include after-hours meetings, evenings, weekends, and holidays.
Must possess and maintain a valid State of Maine Class “C” driver’s license throughout employment.

Starting Salary Range: $97,578 - $120,432 annually, dependent on qualifications and experience. This position is eligible for annual step increases, and possible annual cost of living increases as approved by the City Council.
