Description The City of Richmond, Department of Public Utilities, is seeking a highly qualified candidate to fill the position of Safety Manager. This position leads the safety (including employee safety, contractor safety, and public safety), environmental, emergency preparedness (management), and experience assessment (root cause analysis and human performance) functions. Receive strategic direction from organizational senior leaders. Engage leaders from across all business lines to develop and operationalize programs. Communicate performance metrics to senior leaders. Drive continuous improvement through active benchmarking, data analytics, and engaging others in a constructive manner.
Duties include but are not limited to - Receive strategic direction from organizational senior leaders

- Safety Operations Group - Provides strategic direction for employee, contractor, and public safety
- Establishes and maintains policies, programs, and procedures to ensure compliance with all governmental safety and environmental laws and regulations (e.g., OSHA, Department of Transportation, COR's Office of Emergency Management, etc.)
- Establishes organizational safety goals, targets, and performance measures
- Environmental Group - Provides support for environmental programs (i.e., sustainability, permitting, clean-up)
- Works closely with senior leaders to maintain policies, programs, and procedures to ensure compliance with all governmental safety and environmental laws and regulations.
- Establishes organizational safety goals, targets, and performance measures
- Emergency Preparedness Group - Provides strategic direction for the integrated, organizational all-hazards, incident command system (ICS), business continuity plan, and other emergency programs and procedures
- Establish processes, including training, drills, and other mechanisms to ensure organizational readiness
- Experience Assessment - Provide strategic direction for continuous improvement of the organizational all-incident type, event analysis (i.e., root cause analysis) program, and the human performance program
- May be assigned to a Utility emergency and storm role
- This is a special assignment that comes into play during storms and other emergencies when the company needs to restore service or respond to other issues affecting customer service
- This role may necessitate the need to work after-hours, outside of your regular schedule

MINIMUM TRAINING AND EXPERIENCE: - Bachelor's degree in business, accounting, finance or public administration or field related to assignment
- Two years of supervisory experience
PREFERRED TRAINING AND EXPERIENCE: - Five years of relevant regulatory activity experience, including industrial safety and/or environmental compliance
- Two years of experience in the utility industry
- Two years of experience performing a leadership role in emergency response
- Two years of experience performing incident investigation or root cause analysis activities

In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
