Description

The Department of Public Utilities is seeking an experienced Information Technology (IT) Program and Operations Manager to join their team! Under general direction, the DPU Program and Operations Manager will be accountable for all activities related to DPU’s IT strategy and design functions, project portfolio management, and innovation initiatives.
This class provides information technology application, management, and security. Incumbents serve as second-level supervisor over all major technology and related systems for a complex department. This class also provides user support. Work involves making interpretive decisions on behalf of the department regarding the means for executing the goals established by City policy and the DPU department director. Incumbents provide context for the work to be accomplished by subordinates supervised within the units managed. Incumbents oversee daily operations and direct workflow by making recommendations for standard technology desktop and field deployable hardware/software, facilitating training, overseeing the implementation of systems upgrades, and managing vendors and contracts. Incumbent The incumbent will conduct, attend, and participate in departmental staff meetings with other departments, city leadership, and citizens; review, prepare, and submit reports; develop, implement, and monitor policies and procedures; oversee correspondence; manage budgets; approve expenditures, and manage procurement processes; and manage personnel.


This is an at-will UNCLASSIFIED position and serves at the discretion of the Appointing Authority.

Duties include but are not limited to

  • Fosters business-oriented and digital-ready culture, mindsets, and practices.
  • Leads the development of DPU’s IT strategic plan and roadmap and ensures integration with the City’s strategic planning process.
  • Ensures IT capabilities and services are designed reliably, sustainably, cost-effectively, and securely
  • Provides strategic direction and oversight for the design, development, operation, and support of IT systems and programs that fulfill the business's needs, including application management and infrastructure and operations support management.
  • Leads the establishment and execution of a digital workplace. Ensures employees have the tools and work environment to be more engaged, productive, and effective.
  • Leads project management methodology and portfolio management
  • Designs, executes, and maintains standard operating procedures (SOPs) and training programs for DPU’s portfolio of applications

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge (some combination of the following):

  • Management and supervisory practices
  • Budgeting
  • Computer programs such as Microsoft Office Suite (Outlook, Word, etc.), with intermediate to advanced knowledge of Microsoft Excel, Access and PowerBI
  • Electronic databases and related software applications such as Oracle E-Business Suite
  • Expense budgets and financial projections
  • General supervisory and management practices
  • Process management
  • Project management
  • Specific and advanced technical skills in department of focus
Skills (some combination of the following):
  • Building the department of focus's strategic plan such as a roadmap for the next five years

MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in Computer Science, Information Technology, or a related field.
  • Six years of proven experience in IT program management, preferably in a corporate setting.
  • Strong understanding of project management methodologies and tools.
  • Excellent communication, leadership, and problem-solving skills.
  • Ability to multitask and manage multiple projects simultaneously. Experience developing and delivering training programs is a plus.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • PMP or similar certification is a plus.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
