Human Resources Director

CAREER INFORMATION:
Under general direction, perform skilled generalist human resource services in recruitment, selection, classification, compensation, employee relations, training, benefits, leave entitlement, workers’ compensation, discipline, and other areas of human resources administration, as assigned.
JOB DESCRIPTION:

  • Conduct recruitment and selection including preparation of announcements, advertising, applicant tracking, examinations, oral interviews, and final selection in compliance with Equal Employment Opportunity Commission (EEOC) laws and regulations, and City policies and procedures.
  • Schedule pre-hire medical and psychological examinations.
  • Organize and administer new hire onboarding.
  • Assign and review work of staff to ensure timely completion of tasks; accuracy of reports; and monitor overall quality of duties performed, ensuring performance standards and organizational goals are met.
  • Attend department staff meetings to discuss staffing needs, company events, project status’, operations, and other HR related issues and topics.
  • Assist departments with performance evaluations, internal investigations, and disciplinary actions in compliance with Personnel System Rules, departmental policies and procedures, and state and federal law.
  • Assist with the daily administration of Worker’s Compensation program; maintain accurate and complete records of all company work-related injuries and illnesses; complete, file and post all required forms and reports in accordance with OSHA regulations.
  • Participate in the administration of employee benefits and annual open enrollment; ensure employees receive benefit information and enroll within allotted time.
  • Manage employee medical and/or family leaves following State and Federal regulations and City policies and procedures; ensure accurate information and timely communication.
  • Provide support to all employees regarding benefits, medical and family leaves, salary, and City policies and procedures.
  • Conduct classification and compensation studies; respond to salary survey requests and other questions relating to the City’s employment practices. Update job descriptions on an as-needed basis.
  • Prepare and process a variety of human resources forms and reports, including maintaining logs and records, filing, and monitoring forms, and compiling various statistics.
  • Create, update, and distribute City-wide policies and procedures, as required.
  • Respond to notices from the Employment Development Department regarding Unemployment, Paid Family Leave, and State Disability Insurance claims, including non-claim related inquiries.
  • Assist in the administration of the Department of Transportation Drug and Alcohol program.
  • Perform periodic safety audits to ensure compliance with all applicable codes and regulations.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service
  • Respond to email, phone, and front desk inquiries from employees by professionally addressing concerns in a timely manner.
  • Oversee employee development committee and related employee activities.
  • Maintain accurate and complete employee records, to remain compliant with Federal, State, and local reporting regulations.
  • Develop implement and apply sound programs, policies, and procedures in accordance with Federal,State, and local laws, ordinances, and policies.
  • Analyze data, communicate complete information, develop recommendations, and prepare and present effective written and oral reports.
  • Provide effective employee management, effective leadership, supervision, training, and work evaluation.
  • Interpret, apply, and effectively explain laws, rules, regulations, and departmental policies.
  • Exercise sound and independent judgment, conduct independent analyses and make recommendations on complex, sensitive and controversial issues.
  • Establish clear goals and objectives to create an organization that delivers excellent customer service through ethical leadership standards.
  • Establish, maintain, and foster cooperative relationships by promoting effective partnerships with department peers, employees, citizens, and others contacted in the course of work.
  • Work effectively in time-sensitive situations and coordinate multiple projects and complex tasks simultaneously.
  • Communicate effectively orally and in writing and make clear and convincing presentations.
  • Develop creative and practical solutions to complex and difficult problems.
  • Communicate tactfully, sensitively, and effectively with employees and employee representatives.
  • Establishing and maintaining working relationships with professional colleagues in other public jurisdictions.
  • Provide effective administrative and technical leadership to the Human Resource Department.
  • Respond effectively to requests for assistance from other department managers.
  • Read, understand, and apply established City policies, procedures, practices, and regulations.
  • Maintain confidentiality.
  • Make rapid and sound independent judgements.
  • Operate a personal computer and related programs, including spreadsheet and word processing programs.
  • Other duties as assigned

MINIMUM QUALIFICATIONS:

KNOWLEDGE OF-

  • Federal, State, and local laws, codes and regulations relating to personnel administration.
  • Principles and practices of collective bargaining and labor relations in the public sector.
  • Principles and practices of risk management.
  • Principles and practices of the administration of a comprehensive public personnel program
  • Principles and practices of public administration, organization development, and management
  • Correct use of oral and written English, and proper spelling, punctuation, and composition.

Skilled in

  • Evaluating and developing improvements in operations, procedures, and methods.
  • Reading, interpreting, and applying complex procedures, policies, rules, and regulations.
  • Negotiating and representing organizational interests.
  • Organizing and maintaining accurate records and files.
  • Organizing and prioritizing assigned work.
  • Compiling and preparing clear and concise reports.
  • Establishing and maintaining effective working relationships with those contacted in the course of work.
  • Communicating tactfully, sensitively, and effectively with employees and employee representatives.

Ability to –

  • Provide effective administrative and technical leadership to personnel programs.
  • Effectively carry out assigned duties and responsibilities.

  • Communicate clearly and concisely in oral and written English. Prepare clear and concise reports, correspondence, and other written materials.
  • Read, understand, and apply established City policies, procedures, practices, and regulations.

  • Make rapid and sound independent judgments. Operate a personal computer and related programs.

Physical Abilities and Work Environment

The employee must be able to sit for lengthy periods of time in an indoor office environment. Drive an automobile. Must possess the manual dexterity to use keyboard equipment for lengthy periods of time. Must be able to lift up to 25 lbs. and work under time pressures.

Other – Must complete an annual Statement of Economic Interest. Bilingual fluency in English and Spanish is desirable

Education and Experience:

Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Bachelor’s degree from an accredited college or university in Human Resources, Public Administration, Business Administration or related field or Two years of professional experience in human resources, with progressively increased responsibilities.
  • Current administration and knowledge of laws and regulations pertaining to Family Medical Leave Act/California Family Rights Act, Workers’ Compensation, Americans with Disabilities Act, Discipline, Recruitment and Selection, and Salary and Compensation highly desired.
  • Valid California driver’s license with a good driving record.
