    Until Filled The Board of Trustees of the Panama-Buena Vista Union School District invites qualified candidates to apply for the position of Human Resources Director I Talent Management (Classified). Under the supervision of the Assistant Superintendent, Human Resources, the Director of Talent Management is responsible for managing and coordinating district-wide personnel performance growth and management programs using a data-driven focus. This position develops, oversees, and implements strategic talent management recruitment plans to source and select the best personnel for the District, as well as develop and maintain effective programs, including compensation, benefits, and rewards programs, for retention, promotion, and succession planning. The position also advises District administrative personnel on human resources matters and assists applicants and employees with human resources processes.
    DISTINGUISHING CAREER FEATURES
    The Director of Talent Management is a management-level position within the Human Resources Division, tasked with leading the human resources programs of the district. The Director requires the ability to accomplish strategic objectives, work with management and staff at all levels, and resolve highly technical problems that consider trade-offs, risks, and the status of others. This position will lead the Human Resources Division team of HR Technicians and Assistants supporting classified employees.
    ESSENTIAL DUTIES AND RESPONSIBILITIES
    • Plans and manages human resources services and systems for proactive recruitment, equal employment opportunities, selection, classification, assignment, evaluation, retention, discipline, and promotion of District classified personnel.
    • Develops, initiates, and maintains effective programs for talent recruitment, selection, retention, promotion, and succession planning.
    • Develops, implements, interprets, and evaluates policies and procedures related to human resources functions.
    • Leads the drafting, updating, and maintenance of job descriptions for all District positions.
    • Leads the drafting, updating, and maintenance of employee handbooks.
    • Directs the maintenance of personnel records.
    • Oversees the preparation of and issuance of employment contracts.
    • Advises school and department administrators and managers on the interpretation and application of laws, regulations, and District policies and procedures related to human resources.
    • Plans, develops, and directs the District’s performance management systems, processes, and tools. Ensures that management and staff are trained and implement fair and consistent evaluation processes.
    • Assists and provides direction to school and department administrators and managers in the performance evaluation and progressive discipline processes.
    • Counsels personnel and assists with conflict/complaint resolution and communicates with employee unions, as assigned.
    • Conducts investigations and responds to complaints and grievances, as assigned.
    • Oversees transactional work in the Human Resources Division such as processing staffing transfers, reassignments, and leaves of absence.
    • Assists in the research and development of collective bargaining strategies. Analyzes and interprets applicability of contractual language and provisions.
    • Develops, communicates, executes, and sustains a variety of strategic initiatives.
    • Assists in managing the District’s programs for job classification and compensation. Facilitates and implements the District’s philosophies on pay equity, competitiveness, and job classification for administrators, managers, and staff.
    • Plans and implements programs for recognizing and developing high-potential staff members.
    • Serves on committees and in meetings, participating in strategic planning, program reviews, and administrative projects.
    • Assists in the creation and presentation of Board meeting agenda items on a variety of human resources and labor relations action items.
    • Maintains up-to-date knowledge and skills related to emerging trends and best human resources practices, legislation, and the District’s philosophies on leading its people.
    • Supervises, trains, and evaluates assigned staff in the Human Resources Division.
    • Performs other related duties as assigned to support the objectives of the position.
    MINIMUM QUALIFICATIONS
    • Master's Degree in business, public administration, organizational management, human resources, or equivalent discipline.
    • At least five years progressive experience in human resources or labor relations, including three years in a school district administration environment.
    • Valid Driver's License
    SALARY AND TERMS OF SERVICE
    Annual Salary $124,582 - 151,030 (9) steps. $2,500/year stipend for a Doctorate Degree. 261-day work year. Placement on the salary schedule is determined by the number of years of administrator experience. Additional days, evenings/weekends as needed to perform related job duties and responsibilities. The District currently contributes up to $19,793.00 per year to family dental, medical, and vision insurance plans and a life insurance plan for employee only.
