Center for Caregiver Advancement is Hiring a Human Resource Manager Near Los Angeles, CA

The Center for Caregiver Advancement (CCA) is an independent non-profit training organization
serving nursing home workers and home care workers, founded in 2000 by the home care
workers of SEIU Local 2015. Our mission is to provide educational opportunities to long-term
care workers so they can build better lives and provide high-quality care to the consumers they
serve. As the largest provider of training for long-term care workers in California, CCA has
trained more than 35,000 caregivers, , primarily women and people of color, in eight different
languages. CCA provides industry-leading training, workforce development, policy initiatives,
research, and support systems to help California's caregivers and those they serve to thrive.
Position Overview
The Human Resource Manager (HRM) will report to the Director of Human Resources. The HRM role operates independently on routine assignments with minimal supervision. Moderate supervision with minimal instruction may be required for special non-routine projects. Essential functions of this position require someone who exercises a high degree of independent initiative and decision-making in a competent manner. The HRM will manage, assist in developing, and coordinate the policies, activities of the Human Resource function, ensuring legal compliance and implementation of the organization's mission and talent strategy. Ensure aspects of the Human Resource department run in accordance with organizational needs. Prepares internal employee communications regarding compensation, benefits, or organizational policies and procedures. Develops partnerships across the organization with management and employees that reflect the strategic objectives of the organization. Contributes to complex aspects of projects. Work is generally independent and collaborative with the HR Director.
Key Responsibilities
  • Assists in coordinating, and implementing policies, processes, training, initiatives, and surveys to support the organizations human resource compliance and strategy needs.
  • Manages human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance, productivity, recognition, and morale; occupational health and safety; and training and development.
  • Ensures completeness of personnel files and employee records.
  • Manages workers' compensation, state disability claims, and unemployment claims.
  • Manages organization's compensation and benefits programs.
  • Manages organization Internship program.
  • Manages full cycle of recruitment function, including maintaining job descriptions for all employees and roles
  • Participates in any HRIS and ATS system maintenance and upgrades as directed by CFO & HR Director.
  • Manages LOA requests and tracking.
  • Oversees bi-weekly payroll processing
  • Supports HR and Finance departments with audits pertaining to employee information and related areas
  • Assists HR Director with orientations, departmental presentations and meetings with other department managers
  • Coordinates with Finance to ensure employee position titles and IDs match across systems
  • Coordinate distribution/communication of projects including but not limited to Employee Policy Manual, Pension/401(k) employee education campaign, benefits open enrollment, employee engagement, etc.
  • Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management
  • Assists running the HR weekly team meeting
  • Manages HR Workbook and Calendar for the department and assists in facilitating the weekly update status meeting with the Director of Human Resources
  • Keeps the Director of Human Resources apprised of any significant personnel issues
  • Assist in reviewing, reconciling and approving all benefits billings (health, dental, vision, life, 401k & pension),Performs other duties as required to support CCA programs and mission of the Organization.
Experience and Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or related field required.
  • At least five years of human resource management experience with a concentration in HRIS/Payroll, recruitment and employee relations.HRCI PHRca, SPHR or SHRM-CP or SHRM-SCP highly preferred.
  • Expertise using Google Suite.
  • Strong knowledge of HR best practices, laws, and regulations.
  • Strong organizational, problem-solving, and analytical skills.
  • Ability to work independently and as a member of various teams.
  • Ability to prepare reports and business correspondence.
  • Ability to deal effectively with a diversity of individuals at all organizational levels.
  • Good judgment with the ability to make timely and sound decisions.
  • Excellent written and verbal communication skills.
  • Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.
  • Demonstrated success and comfort in working in a very fast-paced environment and ability to handle multiple projects while meeting deadlines.
  • Flexibility to work occasional evenings and weekends as needed.
  • Ability to interact and effectively communicate courteously and tactfully with managers, co-workers, students, vendors, and stakeholders.
  • Ability to work in a team environment, use tact and diplomacy, and exhibit problem-solving skills, as well as multi-task and work well under pressure.
  • Possession of valid CA Driver's License and reliable transportation.

Pay Range: $82-$88k
Schedule: Monday - Friday
Work Location: Hybrid - Remote
