Noblis is Hiring a Remote Business Development Director- Defense Mission Area

Responsibilities:
Noblis is seeking an accomplished strategic Director of Business Development (BD) to work directly for the Defense Mission Area Vice President with Noblis. This position works with a talented team of professionals that protect our nation seeking out threats to our national security that are dynamic and complex. The Defense mission area spans the breadth of national security missions, domains, and agencies.

This leader will lead and develop all of business development, capture and proposal management activities as well as, meet customers and partners and actively lead key captures and proposals across the Air Force, Army, and Space Force accounts.. This position will be expected to strengthen the Noblis business development pipeline that directly supports the growth goals across Noblis, of $100 million of new revenue a year. This role also drives solutions that enhance and/or enable our customer needs and requirements with a comprehensive understanding of innovative technology and tools, systems engineering, program and acquisition management, environmental engineering sustainment, lifecycle analysis, supply chain assessment and threat management. The selected candidate will lead the development of win strategies through competitive analysis, pricing analysis, teaming, solution reviews, and client engagement. This position also seeks strategic alliances with other organizations (internal and external) to support our client missions and growth goals.

The successful candidate must have past experience demonstrating success leading large capture and growth initiatives, and proven achievement in winning large and complex solutions opportunities. This position provides an opportunity to have broad impact in a growing, mission-focused and highly principled organization.

Duties will include:

  • Lead the development of client-specific account plans designed for business expansion and relevance.
  • Qualify new business opportunities.
  • Establish and cultivate strong relationships with key clients in the Defense industry to include Army, Air Force, Space for and other OSD Lead the development of win strategies through competitive analysis, pricing analysis, teaming, solution reviews, and client engagement.
  • Lead development of corporate responses to solicitations and requests for information.
  • Ensure that the appropriate strategic alliances are formed across Noblis organizations and business partners to support our client missions and growth goals.
  • Play a lead role in the business development cycle by crafting strong solutions, demonstrative consultative selling and closing skills.
  • Proactively seek complex solutions for clients in the areas of: data science, advanced analytics, cyber security, machine learning, application development, and/or enterprise IT;
  • Develop technical solutions through developing proposal artifacts with engagement by Mission Area experts
  • Work closely with scientists and technical staff (e.g., data scientists, data engineers, infrastructure engineers, and software developers) from across the company to advance the development of Noblis service and platform offerings and inform Noblis investment in scientific research;
  • Maintain and enhance familiarity with the clients’ business needs and familiarize clients with Noblis’ entire portfolio of capabilities and solutions.
  • Stay current in the offerings of all Noblis’ capabilities and identify gaps and opportunities in the market and cross our research portfolios
  • Support the consistent use of the Noblis business development/capture development process, which includes experience and familiarity with industry-standard BD processes, tools, and techniques.
  • Well-established relationships in and across DoD with decision makers, buyers, and influencers.
  • Coordinate and support the development of training, tools and processes to facilitate Noblis business development activities.
Required Qualifications:

Candidate Requirements for Experience and Domain Expertise:

  • Minimum of 15 years of progressively responsible experience in business development. Minimum of Bachelor's degree, Master's Degree preferred Established and successful in the federal market; cultivated solid relationships within the Department of Defense (DoD), Intelligence Community and related agency clients.
  • US Citizenship required.
  • Minimum Secret clearance, TS preferred.
  • Minimum of 5 years of experience managing staff/teams of BD professionals.
  • Must have experience with capture of large, multi-year opportunities, as well as quick-turn/rapid response task order proposals. He/she must have experience with strategic identification and development of capabilities and client offerings.
  • High business acumen of federal government contracting, including command of pre-RFP solution artifacts, such as basis of estimate (BoE), design-to-cost principles, Price-to-Win (PTW) processes, and teaming
  • Ability to develop strategies that fit changing and diverse market landscapes.
  • Diplomatic, persuasive and articulate communication style to establish and maintain rapport with internal and external executives.
  • Extensive knowledge and experience in the federal acquisition process.
  • Proactive, superior attention to detail, project management and organizational skills.
  • Business acumen, strong analytical and problem solving skills, reliability and sound judgment. Strong strategic thinking and project management skills.
  • Ability to articulate complex issues into succinct, cohesive summaries and presentations.
  • Experience building teams and driving enterprise-wide initiatives
  • Ability to determine the staff and capital resource needs required to pursue new opportunities and win those opportunities

  • Understanding of the capture management and proposal development lifecycle and solution architecture processes

  • Knowledge, experience, and success in winning captures and proposals $50M
  • Understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus)
  • Confidence dealing with senior executives; ability to work efficiently in fast-paced, time-sensitive and often multi-task environment
  • Working knowledge of the Federal Acquisition Regulations (FAR).
  • Knowledge of Salesforce CRM and pipeline management functionality, reports and dashboards
  • Business acumen, strong analytical and problem-solving skills, reliability and sound judgment. Strong strategic thinking and project management skills
  • Established relationships with current and influential government stakeholders within Air Force customer organizations
  • Proven leadership skills to develop, organize and execute significant account planning, capture, and opportunity execution activities, including building industry teams, assessing win probability, ensuring execution of customer call plans to shape acquisitions for responding to and winning new business with new and existing customers
  • Minimum Secret clearance, TS preferred

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
