Noblis is Hiring a Remote ARPA-H STATS Systems Engineer

Responsibilities

As an ARPA-H (Advanced Research Projects Agency for Health) Senior Systems Analyst for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions team. Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.

This is an opportunity for someone with extensive health and ARPA experience to work with an exceptionally talented and high-performing team on challenging and cutting-edge projects. This position requires the ability to effectively manage multiple priorities, strong organizational skills, and the ability to coordinate among senior managers and technical professionals.

ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

Responsibilities include:

  • Conducting technology analysis , assessment, and providing solution alternatives
  • Developing of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of ARPA-H programs requirements.
  • Conducting comprehensive system-wide review and analysis of all aspects of the ARPA-H development life cycle and providing technical input in developing operational concepts to support all steps of the system engineering process.
  • Providing expertise in the application of state-of-the-art technology to meet mission requirements.
  • Providing technical input in developing operational concepts to support all steps of the system engineering process.
  • Conducting functional analysis to further decompose operational needs and processes.
  • Developing enterprise architecture products with traceability and allocations to program requirements.
  • Developing requirements and specifications to meet operational and technical objectives.
  • Managing technical and program requirements by performing requirements analysis to transform the operational needs into system performance requirements, interface requirements and functional requirements.
  • Monitoring of technical performance measures and other system and service metrics for the critical and essential services.
  • Providing a variety of technical engineering expertise and assistance involving the development, implementation, integration, and transition of ARPA-H systems, components, and equipment. Analyzing and resolving complex technical problems to support Portfolio and Program Managers
  • Developing and communicating solutions, making recommendations, and advising on system or solution development, improvements, optimization, or support efforts.
  • Performing risk assessments and analysis employing modeling and simulation techniques.
  • Evaluating the feasibility of technical approaches to problems and reviewing health research-related technical reports.
  • Assessing the efficacy, safety, cost lifecycle costs of proposed or realized technical solutions.
  • Developing technical program status reports, PowerPoint briefings, and read-ahead materials.
  • Organizing, coordinating, and participating in meetings, discussions, and seminars on ARPA-H-related topics,
  • Assessing scientific findings and communicating to technical and non-technical audiences as needed
  • Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers.
  • Performing routine tasks including, but not limited to, scheduling, writing internal memos, and maintaining and updating Program Management records, filings, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
  • Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
  • Assisting with planning technology transitions to the respective operational customer.
  • Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities, including:coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.
  • Providing Noblis-internal leadership, including:
    • Possible line management responsibilities.
    • Providing professional development and mentorship for teammates.
    • Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team

Qualifications

Qualifications:

Required minimum skills and knowledge:

  • Required education and experience should be minimum of:
  • Bacelor's degree with 10 years of experience OR a Master's degree with 8 years of experience
  • Able to obtain Public Trust clearance
  • Experience in progressively more difficult levels in planning and developing technological and systems related inputs to projects of a research and development nature, concerned with unique or controversial problems which have an important effect on major programs.
  • Demonstrated skill in conceiving, planning, and conducting technical and systems related research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques.
  • Demonstrated experience in the use of advanced techniques, theories, precepts, and practices required in the field/disciplines to which he/she is providing expertise.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

Desired skills and knowledge:

  • At least one (1) year of previous experience working with ARPA (e.g. IARPA, DARPA, HSARPA, ARPA-E) Program Managers is highly desirable

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
