Noblis is Hiring a Remote Program Analyst (Part-time/FAA)

Responsibilities

The FAA’s System Engineering and Technical Innovative Solutions (SETIS) portfolio will provide a broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA to accomplish its National Airspace System (NAS), Mission Support and other aviation-related objectives. 

This exciting and diverse work includes technical, financial, and programmatic support services, and other aviation-related support services that fall within the FAA’s Acquisition Management System (AMS) Lifecycle Management Policy activities, including but not limited to:

  • Systems engineering and integration,
  • Investment and business case analysis,
  • System acquisition program planning and management, 
  • System development and implementation planning and management,
  • System Life Extension Program/Technical Refresh planning,
  • Program and contract management,
  • Forecasting and business/financial/information management 

In addition, the candidate will be involved in Aviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures. 

Responsibilities: 

  • Develop comprehensive plans that describe business and technical strategies to meet program/product objectives. 
  • Develop current year and out-year F&E and O&M budget forecasts and justification documents. 
  • Respond to budget inquiries, perform budget analyses, and develop impact statements. 
  • Manage program performance, schedule, and finances according to established milestones. 
  • Develop and track integrated product schedules. 
  • Respond to Congressional, DOT Office of the Inspector General (OIG), Government Accountability Office (GAO), and other external inquiries. 
  • Manage Risk, Issue, Opportunity (RIO) process and respond to PMO inquiries. 
  • Develop and track business plan goals in SPIRE. 
  • Develop and maintain a comprehensive spend plan based on budget projections and schedules. 
  • Develop and maintain reporting to track FAA program office obligations and expenditures. 
  • Presents recommendations/solutions related to short and long-term program planning requirements. 
  • Responsible for configuration management, Earned Value Management, financial management, cost estimation, and risk management. 
  • Assist program manager in definition and execution of tasks/projects, work assignments, deliverables, and product quality assurance to achieve objectives. 
  • Support, track, and manage program, activities, actions, issues, deliverables, and projects. 
  • Prepares and provides the regular status of functional reports. Analyzing, and track issues across various products, and coordinating with the project managers. 
  • Acts as a liaison and provides general and specific written and oral responses to inquiries from customers and project team. 
  • Gather and analyze data related to existing programs or processes.
  • Identify inefficiencies and areas for improvement.
  • Develop strategies or solutions to address identified issues.
  • Collaborate with stakeholders and team to ensure alignment with project/program goals. implements changes and monitor outcomes.
  • Assist with tracking artifacts and contribute to changes and improvements as needed.
  • Assist in reporting, program performance, documentation, presentations, and other direct costs tracking.

Required Qualifications

  • Demonstrated experience in project management processes, tools, and techniques as well as Earned Value, financial, cost, resource, and risk management; 
  • Demonstrated experience in Strategic and Implementation Planning; 
  • Strong professional, interpersonal, communication, and organizational skills;
  • Demonstrated cross-functional team collaboration and program management skills in a rapidly changing, high intensity, mission-oriented work environment; 
  • Ability to coordinate with a team of professionals who are both technical and non-technical and to ensure the team maintains a positive and collaborative relationship within the team and with external stakeholders; 
  • Demonstrated leadership, influence, and collaboration skills; ability to interact in technical, management, and executive settings;
  • Ability to be flexible and adaptable to frequently changing tasks based on client priorities; 

Educational and Experience Requirements: 

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation. 

  • 2-6 years of prior relevant experience and a Bachelors Degree in any field is required.
  • 5 years in related field may be substituted for a Bachelors Degree.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience. 

Desired Qualifications

  • FAA experience is highly desired; 
  • Proficiency in Microsoft Office Suite, including Sharepoint, Excel, PowerPoint, and Word; 
  • Strong oral, written and interpersonal communications skills; 
  • Customer-service and goal-oriented; 
  • Project Management Professional (PMP®) certification or related training a plus.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $67,800.00 - USD $118,700.00 /Yr.
