The Civil Engineer-Wastewater is a FLSA-exempt professional engineering position, reporting directly to the Engineering Manager. This position is responsible for the field supervision of field engineers, construction inspectors, and survey parties, ensuring that construction conforms to design drawings and specifications, enforcing City Ordinances related to public improvements, and other similar duties.This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position. Leads and supervises a project team in the execution of various phases of construction project planning, design, and construction to include pre- and post-award construction and design contract management;Serves as project engineer for assigned construction and engineering projects;Coordinates with City staff in various departments as well as consultants to plan, design, and execute capital improvement projects;Establishes and maintains project records to include all contracts awarded, associated drawings and specifications, contractor submittals and requests for information, inspection and testing logs and reports; change orders and amendments, invoices and payment requests, and other documents in accordance with direction from the Engineering Manager;Designs and reviews preliminary construction plans and specifications and makes appropriate recommendations;Leads and facilitates pre-construction conferences with contractors, utility companies, City staff, and other interested parties;Supervises the field inspection of construction and engineering projects and reviews contractor invoices and partial payment requests;Reviews contractor's estimates and approves requests for payment;Directs, supervises, and performs final acceptance inspection of completed projects and tracks warranty obligations;Reviews and makes recommendations for contractor claims for additional compensation, prepares contract change orders, prepares written responses to contractor inquiries, claims, and other correspondence;Initiates enforcement of City policies, regulations, and ordinances regarding construction and maintenance of public improvements;Directs the performance of topographic, traverse, and other land surveys and measurements;Advises the Engineering Manager of the status of construction projects and initiates construction deficiency reports, as required;Reviews and provides recommendations for adjustments in the field as conditions warrant;Inspects construction sites to ensure that City construction standards, design criteria, and other requirements are met;Acts as City liaison with utility companies, project stakeholders, and the public on issues related to assigned projects;Attends meetings and external pre-construction conferences as required;Coordinates construction scheduling and planning efforts with other Departments and utilities;Performs field evaluation of citizen complaints and assists the Director, and/or Engineering Manager in preparing presentations and reports related to assigned projects;Responsible for closing out construction, design, and other assigned contracts to include issuing final payment, completing contractor performance reviews, drafting ordinances to transfer remaining fund balances to the general fund or to other projects, as required; andAccountable for quality assurance for public improvements and final acceptance within all subdivisions and city projects of said improvements as well as tracking warranty obligations.IMPORTANT FUNCTIONS: May be assigned to serve on committees for review and evaluation of technical and price proposals for construction, design, real property conveyance, service, and other types of proposed contracts;May perform construction site safety inspections;May be assigned to investigate safety mishaps and analyze incidents to capture lessons learned; andMay perform duties of similar or lower classifications, as required.PHYSICAL REQUIREMENTS:The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to: Frequent lifting, carrying, pushing, and/or pulling of up to fifteen (15) pounds to move material and supplies;Occasional lifting, pushing, and/or pulling of up to twenty-five (25) pounds with dollies and carts;Frequent sitting to perform daily tasks;Occasional walking to retrieve information;Frequent standing, sometimes for extended periods;Occasional squatting, reaching above and below shoulder, twisting, bending, kneeling, climbing, and balancing to store documents, material, and supplies;Constant light/firm grasp, fine manipulation, and handling to safely use equipment and perform daily duties;Vision to read and interpret reports and other written documents; andSpeech communication and hearing to maintain communication with employees and citizens.Full knowledge of current field construction engineering methods, practices, and procedures;Ability to interpret applicable regulations and the ability to represent the City's interests in negotiating with and overseeing the work of contractors;Knowledge of construction site safety principles and ability to safely work in dynamic construction environments where hazards may be present including working in traffic, heavy equipment operations, noise hazards, falling object hazards, as well as other activity-specific hazards;Strong knowledge of surveying, and knowledge of public sector projects and their associated challenges;Knowledge of City construction standards, specifications, and design criteria;Knowledge of City ordinances, regulations, and policies related to construction, procurement, public improvements, and other subjects relevant to assigned projects;Knowledge of Colorado Department of Transportation standard specifications;Ability to supervise inspectors and surveyors and enforce discipline in the field;Ability to work under stress and in all field conditions (including severe weather conditions);Ability to work successfully with and relate well with the general public, superiors, other City employees, and other agencies and organizations;Ability to exercise sound professional and managerial judgment, including carrying out sound engineering practices;Ability to safely operate a motor vehicle and follow all traffic laws;Ability to recognize, prioritize, and take immediate corrective action to solve problems;Ability to communicate effectively, both orally and in writing;Skill and ability to listen, negotiate, and resolve conflicts;Ability to operate a computer and use Microsoft Office software suite and AutoCAD Civil 3D, Arc GIS, andAbility to perform all job duties in a safe mannerIn addition to the knowledge, skills, and abilities listed above, the employee must meet the following minimum requirements:Education: Employee must possess one of the following: An ABET-accredited bachelor's degree (or higher) in any engineering fieldA bachelors degree (or higher) from an accredited college or university in construction management, civil engineering technology, mechanical engineering technology, or electrical engineering technologyExperience: Employee must demonstrate they meet the following experience requirement: At least two (2) years of experience in the field of civil engineering, including a minimum of one (1) year of experience in design or construction project administration, development of project scopes of work to include preparation of drawings and specifications, and/or construction or engineering services contract administration.Licenses/Credentials: Employee must possess or obtain the following licenses/credentials within the time frames specified: A valid drivers license at the time of application, and a valid Colorado drivers license within 30 days of employment License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualificationDuring the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their licenseAbility to obtain licensure as a professional engineer from the State of Colorado within five (5) years of appointmentWithin one year of appointment, obtain a Colorado Class 1 Wastewater Collection Operator certificate or higherWithin two years of appointment, obtain a Colorado Class D Wastewater Treatment Operator certificate or higherSPECIAL CONDITIONS OF EMPLOYMENT:Work is primarily performed indoors with frequent field and off-site outdoor tours and inspections. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions. Outdoor fieldwork requires the ability to stand and walk on uneven terrain in all weather conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with city employees, the public, and outside agencies.All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
