City of Pueblo is Hiring an Outdoor Recreation Administrator Near Pueblo, CO

This is an FLSA-exempt position under the general supervision of the Director and/or the Assistant Director of Parks and Recreation. The Outdoor Recreation Administrator is responsible for the organization and promotion of outdoor programs, new events, and outdoor recreational activities in the community and region. This is a grant funded position in which said grant requires incumbent to generate measurable revenue to the City that will match expenses in the form of new taxes collected, activity fees, venue rental fees, licenses and permits, leverage grants, and sponsorships. As a revenue generating contingent position, the Outdoor Recreation Administrator will be responsible for annual goal setting to justify potential General Fund allocation. The Outdoor Recreation Administrator will make independent decisions for the direction of a functional area within the guidelines set by management. The Outdoor Recreation Administrator must work collaboratively with other City staff and departments, various institutions, agencies, interest groups and partners. May perform duties of similar classifications of an equal or lower pay grade as required.

  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures; and inventory of existing outdoor recreation assets and program venues. 
  • Develop, implement, and evaluate new outdoor recreation programs, activities, services, and special events for various ages.
  • Collect data and generate a report that demonstrates measurable revenue to the City such as, but not limited to, new taxes, activity fees, venue rentals, licenses, permits, grants, and sponsorships.
  • With assistance of the Program Coordinator – Marketing, develop marketing materials for outdoor recreation programs and events; oversee and participate in various marketing and promotional activities for assigned program area; recognize OEDIT and/or OREC as the sponsor in all press releases and media generated from OEDIT grant; assure that all public facing marketing information comply with the City of Pueblo and the Pueblo Parks & Recreation Department brand
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends within departmental policy, and appropriate service. 
  • Keep accurate documentation for all time spent in Outdoor Recreation Administrator duties in accordance with the OEDIT grant requirements.
  • Creates other associated reports, including budget reports, attendance / participation reports, program reports, and close-out reports for program area.
  • Recruits and trains outdoor recreation program and event volunteers.
  • Participates in the development of appropriate fees and charges for participation in program area.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of outdoor recreation administration.
 
 
IMPORTANT FUNCTIONS: 
 
  • Responsible for scheduling all activities associated within the outdoor recreation program.
  • Responsible for routine communications and reporting with Director, Assistant Director, Mayor’s office and others as directed.
  • Monitors collection of revenue from program fees and participation numbers to determine future programming needs and offerings based on analysis of revenue trends.
  • Prepares timely and adequate overall communication to patrons, partners, and volunteers regarding all outdoor recreation program information. 
  • Participates in the promotion of all outdoor recreation programs and special events.
  • Skill in relationship building and networking with a diverse collection of businesses, associations, and interest groups.
  • Promote and manage partnerships with community and regional organizations and businesses to grow program revenues and increase program participation.
  • Schedules usage of program facilities for activities and events and provides information and assistance to users of the facilities.
  • Monitors program compliance with laws, rules and regulations related to provision of assigned services; interprets and explains regulations to program and event participants and volunteers.
  • Maintains awareness of new developments in the field and if appropriate incorporates new rules, strategies, and programs.
  • Will accompany Director and/or Assistant Director on OEDIT site visits as required throughout the duration of the grant term.
  • Assist the Director and/or Assistant Director with completing Performance Progress Report to OEDIT on a semi-annual schedule to be determined and Final Report within one month of the expiration of the OEDIT grant.
  • Coordinates activities with emergency agencies as required.
  • May perform the duties of similar classifications of equal or lower pay grade. 
  • Completes other duties as assigned.
 
 Physical Requirements:

  • Methods and techniques of eliciting community and agency funding support for programs and events.

  • Marketing theories, principles and practices and their application to program administration.

  • Ensure program compliance with mandated City policies, procedures, rules, and regulations.
  • Prepare and administer assigned program budgets.
  • Allocate limited resources in a cost-effective manner.
  • Prepare clear and concise reports and correspondence.
  • Strong communication skills, both verbally and in writing, ability to plan, direct, and motivate the work of subordinates and volunteers.
  • Be familiar and comfortable working with email, Microsoft Office software, and Microsoft Excel. 
  • To work a flexible schedule with weekdays, weekend, and some evening hours.
  • Perform all the job duties in a safe manner.
In addition to the knowledge, skills, and abilities the position requires:
 
  • A Bachelor’s degree from an accredited college/university and a minimum of three (3) years of experience working in outdoor recreation, adventure/expedition programs, and/or another related field (a combination of related experience may substitute for the education requirement on a year for year basis).
  • Minimum of two (2) years of responsible management experience in outdoor recreation, adventure/expedition programs, and/or another related field.
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    1. License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    2. During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
SPECIAL CONDITIONS OF EMPLOYMENT:
Work is mostly performed in an office environment with frequent visits to assigned outdoor recreational areas and facilities used for associated programs, activities and events. Employee will occasionally be in natural terrain with uneven footing. This position may be exposed to noise, moving parts, heights, dangerous chemicals, and extreme temperatures. Work involves frequent interruptions and a high volume of work, in a sometimes-noisy setting.
 
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in termination.
 
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
