Reports to: Assistant Superintendent of Human Resources & Legal Services

Broad Statement of Responsibilities: Kent Intermediate School District administrators are responsible for implementing the district’s mission of partnering with our schools and communities to provide enhanced and equitable opportunities to enrich the experiences and achievements of our learners. As champions of the district’s strategic goals, the expanded leadership team seeks fulfill the organizational vision of building thriving communities through meaningful partnerships and equitable educational opportunities for all learners. 

General Responsibilities: Under the direction of the Assistant Superintendent for Human Resources and Legal Services, the position (one of two such positions) is responsible for effectively implementing, administering and supporting a broad range of essential human resources and labor relations functions for designated ISD programs and departments. The position requires successful school and/or human resource leadership experience and a broad range of relevant personnel related skills, knowledge and competencies.

Job Qualifications: 

1. Bachelor’s Degree (or higher) inclusive of Human Resources, Labor Relations, or other closely related content, and/or Bachelor’s degree in education with demonstrated knowledge and leadership experience in Human Resources 

2. Successful experience in a Human Resources role, strongly preferred

3. Minimum of five (5) years successful leadership experience in a local or intermediate school district is strongly preferred 

4. Graduate Degree(s) in School Administration, Human Resources or a Management related field, and/or Michigan School Administrator certification is preferred

5. High degree of professional integrity and maturity with broad knowledge of organizational operations and policy; high level of discretion, confidentiality, and organizational skills

6. Demonstrated leadership skills, ability to work with others and effective communication skills to communicate and facilitate the essential functions of the position

7. Demonstrated ability to successfully move assigned projects or tasks to timely completion while managing a range of responsibilities, ability to successfully manage multiple tasks simultaneously

8. Excellent oral and written communication skills, including the ability to establish and maintain collaborative working relations with employees and unit representatives

9. Demonstrated customer service and effective conflict resolution skills

10. Ability to comprehend the sensitivity and dynamics of organization’s culture

11. High degree of flexibility in order to achieve departmental and organizational objectives 

12. Knowledge of collective bargaining agreements, and subjects of bargaining under PERA 

13. Experience in supporting and ensuring personnel systems of support, including Diversity, Equity, and Inclusion

14. Ability to effectively support and contribute to negotiations, administration of collective bargaining agreements, employment laws and personnel supervision

15. Experience with and knowledge in the areas of employee relations, communication, personnel administration, contract maintenance, and grievance/arbitration

16. Extensive knowledge of effective recruitment and hiring processes

17. Demonstrated knowledge of Title IV and Title IX investigations and compliance

18. Demonstrated experience and ability to apply effective problem solving and innovative ideas to seek solutions to a variety of challenges or areas in need of improvement

19. Experience establishing and maintain effective working relationships with program administrators, ISD staff, local district leaders, parents and students

20. Ability to competently provide guidance and clarification to building or program leaders on personnel, policy and legal matters 

21. Extensive knowledge of effective performance evaluation and applicable policies and laws 

22. Ability to consistently and effectively interpret, communicate and apply all ISD policies, procedures and regulations

23. Ability to effectively and efficiently utilize, manage and implement a variety of technology that supports all aspects of Human Resources and related functions

24. Knowledge of FMLA, ADA and other applicable employment laws

25. Ability to exercise considerable tact and courtesy in frequent contact with the public and establish and maintain effective and collaborative working relationships as necessitated by work responsibilities

26. Ability to assist in the execution of long-term goals and objectives

27. Demonstrated ability to make effective oral presentations before large or small audiences

28. Excellent organizational, planning and time management skills

29. Evidence of experience in effectively managing a process of sustained system development and improvement 

30. Team player consistently demonstrating a growth-mindset, dedicated to contributing to achievement of the goals and initiatives of the District 

Specific Duties & Responsibilities:

1. Provide leadership support within the Human Resources Department at the direction of the Assistant Superintendent of Human Resources & Legal Services

2. Oversee the day-to-day Human Resources services and functions for specific ISD programs and departments, as assigned by the Assistant Superintendent of Human Resources & Legal Services

3. Work closely and collaboratively with the Director of Personnel assigned to other ISD programs and departments in a manner that applies clear, aligned and consistent application of communications, supports, contracts, policies, procedures and laws.

4. Responsible for Human Resources leadership that ensures compliance with all local, state and federal laws

5. Responsible for staffing functions including posting, recruiting, screening, credential verifications and recommendations of qualified candidates for positions who are committed to ensuring a diverse and inclusive work environment

6. Consult with and accurately advise program administrators and supervisors on contract implementation and interpretation, and other related personnel matters 

7. Participates in negotiations of collectively bargained contracts with applicable units at the direction of the Assistant Superintendent of Human Resources & Legal Services

8. Identifies employee/labor relations trends through research and benchmarking, contributing to data collection and analysis that supports staff and bargaining functions 

9. Partners with other department leaders in the design, development, and implementation of proactive employee and labor relations strategies, practices and policies

10. Conducts thorough and proper investigations, as needed 

11. Serves as a member of the Expanded Leadership Team

12. Reviews job descriptions and wage and salary recommendations in collaboration with the Asst. Superintendent and program leaders

13. Accurately and consistently administers collective bargaining agreements and employee handbooks when questions arise 14. Ensure the student teacher and intern placement process is consistently implemented 

15. Conducts exit interviews and compiles data reflecting retention rates and employee satisfaction

16. Collaborates with other administrators and staff on the development and modification of assessments and evaluation systems for assigned personnel categories

17. Prepares and implements quality newsletters, communications or related department correspondence 

18. Regularly attends Board and administrative meetings, as needed 

19. Attends and provides support to the Kent Human Resources group

20. Serves as a Designated School Official for Homeland Security to apply for and monitor student F1 visas for Kent County districts

21. Serves in various Title IX roles at the discretion of the Title IX Coordinator, which may include conducting proper investigations, acting as a designated decision maker, etc. 

22. Assist in supervision and direction of Human Resource staff 

23. Maintain regular and consistent employee attendance

24. In-person attendance required – this is not a remote work position

25. Perform other duties and responsibilities as assigned
