Tuolumne County is Hiring a Navigation Center Resident Assistant - Relief Near Soulsbyville, CA

Under direction, provides live-in direct and in-direct support services related to operational functions of a 24/7 interim (short-term) housing facility designed to ensure that County facilities, activities, and services are safe and effective; Aid in scheduling services to support onsite services and resources at the facility; performs related work as required. A revocable Occupancy License Agreement between employee and the County is required to be entered into prior to employee commencing work and residing on site.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from assigned supervisory or management personnel. Exercises no supervision of staff.

CLASS CHARACTERISTICS

The Navigation Center Resident Assistant is a single-level classification that has program coordination, administrative, and operational responsibilities. Incumbents in this classification are initially given detailed supervision in learning the duties associated with the position and the client population served. As experience is gained, close supervision and frequent review of work lessens as the incumbent demonstrates skill to perform the work independently.

EXAMPLES OF OFFICIAL JOB FUNCTIONS (Illustrative Only)

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Receives authorization and approval from Tuolumne County Health and Human Services Homeless/Housing services designee.
  • Greets participants/residents and reviews rules and violations with them to ensure clarity.
  • Provides facility tours, and reviews policies for common areas, including laundry, kitchen, and dining areas.
  • Familiarity with facility policies and procedures; enforces and follows them accordingly.
  • Reviews list of approved household members provided by case management social workers, with participant/resident.
  • Inquires about and may inspect weapons.
  • Provides schedule of facility chores to participant/resident.
  • Assigns participant/resident rooms, checks them in, and out; Conducts initial work through with participants/residents utilizing a room condition checklist and documents any damage when exiting.
  • Provides inspection list and pictures of damage as necessary.
  • Answers questions from participants/residents about lodging, facilities, and policies.
  • Coordinates on-site services through outreach and collaboration.
  • Develops and maintains participant/resident files.
  • Maintains up-to-date resources, including pamphlets, public transportation transit schedules, food pantries, social service programs.
  • Participates as a member of the participant/resident support team as appropriate.
  • Monitors safety of the facility and of the participants/residents and documents safety concerns and incidents through written documentation.
  • Communicates occupancy rule violations and/or any violation that meets immediate termination policies; coordinates with Health and Human Services regarding the termination and safe plan to exit participants/residents.
  • Changes locks /room access in situations that require termination/eviction where a participant/resident may refuse to leave.
  • Collaborates with the Homeless Services Team to return personal belongings left behind; inventories items and discards after 90 days; maintains list in participant/resident’s file.
  • Collaborates and communicates regularly with the case managing social worker on status of participant/resident.
  • Notifies the appropriate emergency services in instances of immediate safety threat or injury.
  • Coordinates with law enforcement and the Homeless Service team regarding suspected illegal activity or illegal activity occurs at the facility; and regarding any known criminals that have an active warrant or are not approved to be on-site.
  • Performs various administrative tasks as required, which may include preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, maintaining event calendars, preparing mail, ordering supplies, sending and receiving faxes, answering the telephone, etc.
  • Performs related duties as assigned.

Knowledge of:

  • Community resources and services
  • Pertinent local, state, and federal laws, regulations, and guidelines.
  • Basic record-keeping and report preparation techniques.
  • Client confidentiality policies and laws.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, spelling, grammar, and punctuation; basic mathematics.
  • Techniques for effectively dealing with individual of various ages, various socio-economic and ethnic groups, and effectively representing the County in contacts with the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

  • Learn, understand, interpret, and apply pertinent federal, state, and local laws, regulations, and standards
  • Communicate and understand how to carry out written and oral instructions.
  • Write legibly, keep simple records, and write reports.
  • Maintain confidentiality as appropriate.
  • Compile, organize and present data accurately.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

High school diploma or equivalent.

Preferred Experience:

  • Working in and/or managing homeless shelter(s) or facilities, such as transitional housing, group homes, and in-patient rehabilitation centers.
  • Working with the unhoused population.
  • In understanding the impact of trauma, addiction, and mental illness on individuals, families, communities and/or systems.
  • Basic de-escalation strategies to manage conflict and mild dysregulation among residents, and escalating to agency personnel (i.e. Behavioral Health, Social Services, law enforcement) when necessary.
  • Housing First Regulations, and Fair Employment and Housing Act.

    Licenses and Certifications:

  • Must possess a California driver's license and have a satisfactory driving record.
  • Must be able to pass a criminal record clearance and thorough background check.
  • Must be willing and able to adhere to the Navigation Center’s policies and procedures; enforce participant rules and agreements.
  • Must be able to reside/live at the facility and sign a revocable Occupancy License Agreement between employee and the County is required to be entered into prior to employee commencing work and residing on site.
  • Must be able to work on-call shifts, which will include standby.Standby and on-call requires employees who are released from active duty to be available after being released from active duty to return as required to respond to urgent and/or emergencies at the facility.
  • Must be able to work weekends and holidays.

Additional Information

Relief employees receive no benefits package and serve at the pleasure of their department head. Relief positions are temporary positions and may have either a fixed schedule or be used on a fill in basis.
