DEFINITION

Under administrative direction, plans, organizes, manages and provides direction and oversight for all functions and activities of the Public Works Department, including Survey, Solid Waste, Engineering, Road Operations, Geographic Information Systems (GIS), Business, Fleet Services and Airports; provides expert professional assistance to County management staff in areas of responsibility; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the County Administrator. The work provides for a wide variety of independent decision-making, within legal and general policy and regulatory guidelines. Exercises general direction and supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of management and supervision.

CLASS CHARACTERISTICS

This is a department head classification responsible through subordinate managers and supervisors for the Public Works Department activities of the County. The Public Works Director serves at the pleasure of the appointing authority. The incumbent is accountable for accomplishing department goals and objectives, for furthering County goals and objectives within general policy guidelines, and for providing highly responsible administrative support to the County Administrator and Board of Supervisors. The incumbent serves as the County Road Commissioner of which duties are established under California Streets and Highways Code § 2006.1. The incumbent serves at the pleasure of the Board of Supervisors as the appointing authority and is accountable for accomplishing departmental goals and objectives and for furthering County goals and objectives within general policy guidelines.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be

Graduation from an accredited four-year college or university with major coursework in civil engineering or related field and five (5) years of increasingly responsible management level experience in engineering. A Master’s degree in civil engineering, public administration, business administration or related field is highly desirable.

Licenses and Certifications:

  • Possession of a California driver's license and a satisfactory driving record.
  • Registration as a Civil Engineer with the California State Board of Registration for Professional Engineers.

County Contribution Towards Health Care Costs

  • Up to $1,100 mo. For employee only
  • $1,569 mo. For employee plus one dependent
  • $2,019 mo. For employee plus family
  • $150 mo. For non-exempt staff opting out of medical insurance
  • $550 mo. For exempt staff opting out of medical insurance
  • Available Medical Plans: Anthem Blue Cross CARE PPO, Anthem Blue Cross CHOICE PPO, and Kaiser for those within their service area.
  • Dental Plan: Delta Dental Executive
  • Vision: VSP
  • Life Insurance: $200,000 option life insurance plan for purchase
  • Accidental Death & Dismemberment Insurance Plan
  • Retirement: CalPERS and Social Security
  • Deferred Compensation (457b): County contribution of 7%-8% depending on years of services, at completion of probation.
  • Holidays:12 days
  • Personal Time Off: 200-300 hours per year depending on years of service
  • Personal Flex Days: 12 days per fiscal year until Executive Confidential compensation plan is renegotiated
  • Retention incentive based on years of service: 5 years = 2.5%, 10 years = 5%, 15 years = 10%, 20 years = 15%, and 25 years = 20%
  • Degree Pay for advanced degrees above the minimum qualifications: Bachelors = 2.5%, Master’s = 5%
  • Probation Period: 26 pay periods

May qualify for:

  • Employee 3.5% down payment and 2% closing cost assistance program
  • Student loan forgiveness
  • Education assistance program
