Position Description

Global Solutions Ventures (GSV) — a joint-venture partnership between ZemiTek, LLC and Dexis— is seeking a Senior Training Specialist to support the United States Agency for International Development (USAID), Bureau for Development, Democracy, and Innovation (DDI), Inclusive Development Hub (ID Hub). The ID Hub’s mandate is to promote the rights and inclusion of marginalized and underrepresented populations around the world in the development process, working across various technical areas to combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations.

USAID’s Inclusive Development (ID) Hub promotes the rights and improves the safety and well-being of marginalized and underrepresented populations in development efforts and leads the U.S. Government’s response to and programming for the world’s most vulnerable children and youth. The ID Hub helps missions and operating units analyze inclusive development issues in their country or sector; supports research on what works in promoting the empowerment and inclusion of marginalized groups and combating stigma and discrimination; implements activities to improve the lives of the most at-risk populations and support children, youth, and families; and provides technical assistance and oversight of activities related to all ID Hub technical areas including Indigenous Peoples rights and inclusion, youth, children in adversity, rehabilitation, mental health and psychosocial support, disability rights and inclusion, assistive technology, and LGBTQ rights and inclusion.

The position of Training Specialist is of utmost importance in overseeing and coordinating a diverse range of training opportunities in line with the goals of the United States Agency for International Development (USAID). In addition to this, the specialist is tasked with spearheading training sessions that focus on youth-related topics. This requires the creation of training modules, the development of learning materials, and the delivery of training sessions to a diverse range of audiences. Working closely with other team members, the Training Specialist ensures that training programs align with the strategic objectives of USAID and cater to the needs of target audiences. Additionally, the specialist evaluates the effectiveness of training programs and uses feedback and analysis to recommend improvements. The role demands a strong passion for training and development, as well as excellent communication, project management, and leadership skills. It is both challenging and fulfilling.

Location: Washington, DC

Work Schedule: Full-time with three (3) days in office required

Salary Range: Starting at $103,000

Clearance Required: Ability to obtain a facilities clearance

Responsibilities

The Senior Training Specialist will spend 25% of their time on general ID Hub, 25% on Indigenous Peoples support, and 50% supporting the Youth Coordinator’s Office.YOUTH (50% LOE)

  • The Youth Training Specialist works with members of the ID Hub, the YouthCorps, and Youth Mission POCs to manage and coordinate training opportunities on youth issues. The Youth Training Specialist also will be one of the lead trainers delivering training on youth issues. Responsibilities will include the following:Lead the training and professional development of staff on USAID’s youth issues (i.e., Washington and field-based staff), managing contractors to implement training activities, and coordinating youth-related training and professional development across the Agency.
  • Work with subject matter experts to develop, maintain, and/or update the Agency’s existing youth trainings (Positive Youth Development, Meaningful, and Inclusive Youth Engagement, PYD Training of Trainers).
  • Establish a system for internal management of youth training materials, including version control and file management structure for organization and ease of access.
  • Serve as Activity Manager of Professional Development and Training under relevant contracts.
  • Facilitate cross-sectoral consultations through the YouthCorps Working Group to prioritize annual training plans and track youth trainings implemented by a variety of staff.
  • Manage and update online e-modules of PYD 101 and 201.
  • Coordinate in-country training at the request of Youth Mission POCs, including identifying and preparing trainers, setting the training SOW, and contextualizing materials.
  • Act as key point of contact for internal training platforms (USAID University, Launchpad)
  • Support Youth Regional POCs in their implementation of trainings at the country or regional level, as requested.INDIGENOUS PEOPLES (25% LOE)
  • Lead the training and professional development of staff on USAID’s Indigenous Peoples issues (i.e., Washington and field-based staff), managing contractors to implement training activities, and coordinating IP-related training and professional development across the Agency.
  • Coordinate in-country training at the request of Mission POCs, including identifying and preparing trainers, setting the training SOW, and contextualizing materials.
  • Support Indigenous Peoples POCs in their implementation of trainings at the country or regional level, as requested.
  • Integrate IP content into existing training, particularly on topics related to climate change, youth development, and localization.GENERAL ID HUB (25% LOE)
  • Serve as an in-house advisor across activities, bringing a depth of experience in adult learning approaches, in-person and virtual facilitation techniques, peer-to-peer exchange, virtual learning platforms, and other cutting-edge practices.
  • Coordinate closely with subject matter experts to inform high-quality course curriculum based on target audience need.
  • Identify and experiment with innovative approaches to instructional design and facilitation.
  • Use basic understanding of online learning principles to adapt elements of in-person training to virtual audiences.
  • Ensure training materials are captured and re-packaged to extend their value beyond the immediate training beneficiaries.
  • Contribute to addressing cross-cutting Inclusive Development Hub and Agency priorities, including the advancement of diversity, equity, inclusion, and accessibility (DEIA) efforts.

Qualifications

  • Ability to obtain and maintain a facilities access clearance (FAC).
  • Bachelor’s (BA/BS) degree in education or a related degree strongly desired, with a minimum of 10 years of experience delivering a variety of training content to diverse audiences.
  • Experience reviewing training/course materials, facilitation guides, and technology integration required.
  • Ability to implement project management practices and processes.
  • Experience working with, soliciting feedback from, and co-facilitating projects with individuals from the intended beneficiary population.
  • Demonstrated communication and interpersonal skills and experience in social/behavior change communication utilizing an inclusive development lens.
  • Intermediate to advanced skills in data collection and interpreting research to inform and impact decision and policymaking.
  • Demonstrated ability to respond quickly to ad hoc requests for information and to adhere to tight deadlines.
  • Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests.

Preferred Qualifications:

  • Experience working on international youth development programs, positive youth development programs, and Indigenous Peoples programs is strongly desired.
  • Experience with and knowledge of adult learning and virtual learning.
  • Excellent interpersonal and communication skills; able to successfully and effectively liaise with people within and across departments in a multicultural environment; confident communicator who can drive consensus-based decisions.
  • Demonstrated interest in inclusive development, social justice, and engagement with historically marginalized and underrepresented groups.
  • Experience leading the development, implementation, and continuous improvement of large, complex strategic initiatives is strongly desired.
  • Prior experience working with USAID or other donor-funded programs, including provision of support to field missions or offices.
  • Demonstrated interest in international development and foreign assistance.
  • The ability to communicate proficiently in a second language is preferred.
