US Federal Aviation Administration is Hiring a Training Specialist (Financial) Near Washington, DC

Duties

The Financial Policy Branch, AFM-130 manages the FAA Financial Manual, the Financial Question and Answer (Q&A) System, and the development and delivery of financial management Standard Operating Procedures (SOPs), training courses, Frequently Asked Questions (FAQs), and briefings. Develops and maintains financially related SOPs, FAQs, desk guides, job aides, and web materials for the agency. Serves as liaison for FAA policy changes that touch on financial issues. Manages the Appointment of Funds Certification Authority (AFCA) Tool, provides customer support for AFCA, and ensures system conformance with AFCA and FAA’s transactional system. Manages the Financial Services (ABA) website, including the Q&A search feature, designs web pages and updates for the ABA website. Serves as liaison for financial management training delivery and maintains the Funds Certification curriculum in the agency’s training system. Ensures FAA’s funds certifier training requirements are met and provides logistical support.

The Gateway Training Specialist for Financial Management supports all aspects of the development and production of financial training materials, including conceptualization, message development and creative execution. Works closely with team members, team leads, and managers to execute education and communication concepts, within structured timelines, to meet the requirements of financial training projects.

Applies knowledge of and limited experience in the development and evaluation of training materials to accomplish assignments. Also applies knowledge of training principles, techniques, and methods to support the financial management projects/programs. Conducts research for inclusion of course curriculums, completes storyboards for training modules, and reviews draft curriculums for budget process modules that are used in agency-managed training courses. Responsible for fact-finding and information verification to keep curriculums updated and accurate.

The Gateway Training Specialist for Financial Management contributes to the effectiveness of financial management programs that are executed for the dissemination of knowledge required for the comprehension of the FAA’s Financial Policy, SOPs, and other valuable financial management content. Supports training instruction when necessary and can advise budget/financial management subject matter experts on the best tools to support the training objectives and content area of financial management. Analyzes training program needs and assist higher level professionals in developing strategies for implementing effective materials to meet the requirements of financial training projects. Identifies problems; and provides assistance to professionals in the day-to-day operations, development and production of financial training materials.

Internal contacts are typically managers and employees in more than one organizational branch, division, and/or line of business/staff office. External contacts are typically subject matter experts and other external personnel on matters related to financial training projects, including Department of Transportation employees and contract vendors.

The Gateway Training Specialist for Financial Management uses creativity and resourcefulness to execute tasks as assigned by the manager, team lead, or project lead. Responds promptly and appropriately to communications from team members and project stakeholders. Work is reviewed regularly to ensure timeliness, quality, and at completion of projects for policy compliance, and in terms of effectiveness in meeting the objective of the project.

Qualifications

IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW:

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-E, FG/GS-5-9 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience developing course materials and aids for evaluation of training that supports an organization’s financial management program.

You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.
