US Organization of the Joint Chiefs of Staff is Hiring a Remote MANAGEMENT AND PROGRAM ANALYST (STRATEGIC INTEGRATION)

Duties

As a MANAGEMENT AND PROGRAM ANALYST (STRATEGIC INTEGRATION) at the GS-0343-13 some of your typical work assignments may include:

  • Oversee implementation of the Joint Warfighting Concept and supporting concepts through a campaign of learning that includes determining the methodology and tools required.
  • Establish a data collection plan; collect and evaluate complex and voluminous data including some with conflicting information; analyze and synthesize the data/information collected; consolidating results; draw logical conclusions based on in-depth analyses; complete final reports; and make recommendations to senior management regarding Defense-wide Joint Force Development and Design integration policy, processes, and products.
  • Integrate Joint Force Development and Design with Joint strategy and policy to inform Defense strategic guidance and direction including the National Defense Strategy, National Military Strategy, and the Chairman's Risk Assessment.
  • Represent the Joint Staff in various strategic, policy, and operational meetings, international forums, and interagency conferences.
  • Work directly with Joint Staff/Department of Defense communities such as Campaign Planning, Readiness, Global Force Management, Training, Education, Doctrine, Joint Cross Functional Teams, Joint Force Integration Cell, Futures and Joint Concepts, Joint Capability Integration Development System, Joint Staff Strategic Integration Group, and Joint Strategic Planning System to integrate Joint Force Development and Design approach, activities, and findings.
  • Coordinate and integrate with the Joint Force Integration Cell and provide appropriate support for Joint Force Development and Design integration.
  • Research and investigate new or improved business management practices for Joint Force Development and Design integration; analyze management information requirements and reporting systems and new, or proposed legislation and/or regulations to determine impact on Joint Force Development and Design integration operations and management.
  • Develop management and/or program evaluation plans, procedures, and methodology for Joint Force Development and Design integration; identify resources (staff, funding, equipment) required to support varied levels of Joint Force Development and Design integration operations; and analyze and evaluate proposed changes in the Joint Force Development and Design integration mission, operating procedures and delegations of authority.
  • Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of Joint Force Development and Design integration operations in meeting established implementation goals and objectives. Develop life cycle analyses of Joint Force Development and Design integration and processes for development of future joint force concepts and capabilities. Evaluate and advise on the organization, methods, and procedures for Joint Force Development and Design integration.
  • Prepare communications for Senior Directorate and Department officials, including presentation materials (e.g., slides), information papers, and talking points, based on analysis of pertinent information, themes, and messaging, tailored to the specific audience depending on the event and the identified objectives.
  • Plan, prepare, and synchronize strategic engagements, both internal and external to the Department, to support implementation of the Joint Warfighting Concept.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Planning, assessing, and improving management and operational processes, functions, and systems by conducting studies for Joint Force Development;
  • Applying knowledge of Joint Force development and implementation processes, Joint Capabilities Development and Integration processes, and Joint Staff Command structure, missions, and programs to develop capabilities for future joint force;
  • Providing project management and organizational advisory services on National Defense Strategy and National Military Strategy for Joint Force Development and integration;
  • Identifying and proposing solutions to management problems of a critical nature, and reviewing the routine management techniques in relation to Joint Strategic Planning systems products and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
