Job Description

AMERICAN SYSTEMS is seeking a highly experienced Master Acquisition Program Management Analyst with a proven track record of senior-level technical insight and demonstrated expertise in acquisition strategies to join our Team in Arlington, VA!

As a Master Acquisition Program Management Analyst, you will:

  • Provide expertise in DoD acquisition process, policy, and compliance.
  • Work independently, interact with IPT and Program Leadership, and provide documentation for agency leadership.

A week in the life of an Acquisition Program Management Analyst:

  • Produce accurate and compliant acquisition products for programmatic documentation (Acquisition Strategies, Plans, RFPs, SOW/SOO, POM, etc.).
  • Support production lead in diverse acquisition requirements: contracting modifications, proposal technical analysis, tracking contracting requirements, cost analysis.
  • Support Program Manager in preparing major milestone decisions and participate in major milestone reviews.
  • Prepare high-level programmatic briefings for technical meetings and executive briefings.
  • Update Cost Analysis Requirements Description (CARD) and draft POM submittals for annual budget cycles.
  • Develop technical contractual documentation for timely RFPs and administer award and incentive fee processes.
  • Evaluate complex program requirements, contribute to top-level requirements development.
  • Attend IPT meetings, contractor technical meetings, and assess contractor compliance with programmatic requirements.
  • Support Production IPT Lead in contracting, cost analysis, contract modification tracking, and urgent action items.
  • Use database systems (e.g., SharePoint) to track contracting actions and manage contractual documentation.
  • Conduct detailed studies for cost reduction strategies and generate necessary documentation/reports.
  • Analyze contractor proposals, coordinate evaluations, and draft detailed reports for Production IPTL/COR
  • Utilize cost models for government cost positions based on technical analysis.
  • Generate/update documents: SOW, CDRLs, contract exhibits/attachments, cost estimates, J&A, procurement Requests.
  • Support meetings, design reviews/audits, working groups, and briefings at other facilities as directed by Government Program Managers.
Job Requirements
  • TOP SECRET clearance REQUIRED.
  • Bachelor's degree (Business, Management, or an Engineering Discipline) and 8-11 years of experience, OR
    • Master's degree and 6-9 years of experience
  • 5 years relevant experience with a DoD agency, preferably in program acquisition/cost analysis/contracting.
  • Must have a complete understanding and wide application of technical principles, theories, and concepts.
  • Must be able to work under only general direction.
  • Detailed understanding of the DoD Acquisition process and a Program Office's role within that process (deliverable timelines, required documents etc.).
  • Ability to independently determine and develop approach to solutions.
  • Ability to provides technical solutions to a wide range of difficult problems.

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is $150,000 - $170,000. Actual compensation will be determined based on several factors permitted by law.
