US Department of State - Agency Wide is Hiring an Office Director Near Washington, DC

Duties

The Office Director provides leadership to the GTM/OTA team and serves as the senior management advisor to the Director General of the Foreign Service and Director of Global Talent Management on world-wide workforce planning. The incumbent plays a key role in the Department’s management of its Civil Service and Foreign Service workforce, and is responsible for developing, presenting, and justifying human capital requirement options in line with foreign policy priorities and objectives as well as legislative mandates. Specifically, the incumbent:

Designs, develops, and analyzes Department policies related to the distribution of human resources in line with the Secretary's policy priorities, including full-time equivalent (FTE), employment ceiling, and position allocation programs; directs the Department's program of Foreign Service hiring plans and promotion planning; and develops Department-wide compensation and position classification policies and programs.
    Advances analytical tools that assess workforce requirements and identify potential staffing and skill shortages. Directs in-depth reviews, develops options, and presents recommendations to guide management decisions on personnel related resource issues, e.g., position management, personnel intake, promotion policies and calculations, balancing among categories of employment, and overall employment strength.
  • Provides overall guidance and direction to management teams in the conduct of organizational studies to explore, evaluate, develop, and introduce new systems, methods, and techniques to improve organizational structure, the allocation and utilization of human resources, and the efficiency and effectiveness of operations. Study results and recommendations that can impact the development of policy and/or operational procedures, as well as the overall management of the Department.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.

  • One year probationary period, unless excepted by regulation.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). All applicants must submit a narrative statement covering each of the Mandatory Technical Qualification questions in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and the Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Applicants who use "see resume" as a response will not receive consideration for the position.

Your experience and resume should explicitly demonstrate the following:

  • MTQ 1: Demonstrated mastery of human capital management programs, which include designing, developing, and analyzing Departmental level policies using proven mathematical and statistical techniques related to the equitable distribution of human resources; determining and advocating for new personnel requirements and position allocation policies; leading and managing organizational analyses, reviews and human resource utilization studies, long term workforce and succession planning, and an in-depth knowledge of related federal laws and regulations.
