DEPARTMENT OVERVIEW
At the California Digital Library (CDL), we believe that the library, in all its forms, enables and advances the critical work of students, scholars and the public. As a University of California systemwide library, CDL provides services to and on behalf of the UC system as a partner and collaborator to the ten UC campus libraries. As a globally connected digital library, CDL occupies a unique position between the local UC campuses and the global digital library infrastructure. The user base for CDL services and programs includes UC faculty, students, and library staff; the patrons of the consortia in which the UC Libraries participate; and the many people worldwide who benefit from UC's open access offerings. The California Digital Library has four core programs: Shared Collections; Discovery & Delivery; Publishing, Archives, and Digitization; and the UC Curation Center (UC3). The CDL is a unit within the Academic Affairs division of the UC Office of the President, has a staff of 75 and is located in downtown Oakland. Applicants who wish to work onsite, hybrid, or remotely within California will be considered.
POSITION SUMMARY
As a member of the California Digital Library's Shared Collections program, the Licensing Services Manager is responsible for providing expertise and services related to all phases of license management for CDL and to librarians across the UC Libraries system. The position works to advance UC Libraries collection and service goals by securing advantageous license terms with publishers and other content providers in compliance with University principles and policies. In collaboration with CDL Shared Collections colleagues, UC librarians, and legal counsel, the position is responsible for license development and interpretation; the negotiation of license provisions with vendors; communicating and reporting on license information; and serving as the official contact for reporting and resolving license breaches.
The ideal candidate will use advanced professional concepts and organizational objectives to resolve complex problems in creative and effective ways; work on nuanced issues where analysis of situations or data requires an in-depth evaluation of variable factors; and exercise judgment in selecting methods, techniques, and evaluation criteria for obtaining results. The position interfaces with and actively contributes to a full range of services offered by the CDL Shared Collections program, including but not limited to participating in the emerging transformative and open access agreement schema, supporting effective electronic resource strategies and workflows, analyzing usage data, and engaging with relevant UC-wide committees. The Licensing Services Manager reports to CDL's Assistant Director of Systemwide Licensing and Collection Services.
Responsibilities
45% License Management and Administration Services:
  • Manage all activities related to CDL and UC Libraries license management, administration, and compliance, including license drafting, review, and negotiation. Serve as expert in license development and interpretation. Draft licensing contracts based on CDL Standard License Agreement for paid content agreements as well as agreements covering new scholarly publishing models, using terms most favorable to CDL and UC.
  • Review licenses for purposes of potential risk, consequences of policies and legislation, and to ensure compliance with and adherence to applicable laws, policies, and organization/University guidelines.
  • Manage activities related to the processing and retention of license agreements and other original contracts. Negotiate licensing terms with vendors under the guidance of the Assistant Director of Systemwide Licensing and Collection Services, consulting with university legal staff as needed.
  • Monitor key trends and developments related to licensing and other scholarly publishing models, including open access publications. Recommend changes to CDL's preferred licensing terms and standards as needed, including the development of new and/or updated model agreements for particular use cases.
45% Communication, Collaboration and Consultation:
  • Provide direct service, support, and consultation to UC campus librarians and staff in the execution of license agreements and policy guidance. Liaise between vendors, campuses, the UC Office of General Counsel, and internal CDL staff to ensure and promote effective licensing practices. Serve as the primary licensing contact for external constituencies and proactively resolve problems.
  • Work closely with CDL staff, UC campus librarians, and vendors to obtain necessary information regarding pricing and terms and negotiate for purchases and renewals and to achieve highest value, in terms of content, access, and price. Convey and explain CDL licensing principles, technical requirements, and needed functional enhancements to vendors and licensing partners. Capture the negotiated terms in license agreements and ensure that those terms are executed by working closely with members of the Licensed Content Group.
  • Collaborate internally and externally, deliver information related to completed agreements to the UC campus library community, and answer questions. Develop, analyze, and report on metrics and key performance indicators for CDL and UC campus libraries. Track activities, provide communication, and ensure relevant websites are up to date.
  • Establish and maintain positive and effective relationships with CDL colleagues, campus library staff, and collection development officers. Triage incoming issues and respond directly, delegate, or escalate to the appropriate domain expert.
5% Project Management:
  • Develop project plans including goals, deliverables, and timelines. Provide periodic progress reports outlining key activities and progress toward achieving overall goals.
5% Special Projects:
  • Assist with related functions and work on special projects as assigned, examples include producing reports or announcements for the UC library community and supporting effective electronic resource strategies and workflows.
Required Qualifications
Experience
  • Minimum of 4 years of relevant experience required.
Education
  • Bachelor's degree in related area and / or equivalent experience / training.
Preferred Qualifications
  • Advanced degree in information science, library science, publishing, law or related discipline
  • Skill-based training in drafting and negotiating license agreements

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
