Duties
Responsible for the coordination; implementation and monitoring of the institution's training and employee development program and is the primary advisor to the Warden in matters relating to the management of the Employee Development Department.
Serves as the direct and primary advisor to executive and mid-level management staff on matters related to employee development and training and is deemed the technical expert.
Provides guidance to all staff in reference to training needs assessments and individualized staff development plans.
Develops course outlines, lesson plans, course schedules, reports, etc., and establishes guidelines and operational procedures for subordinates in performing these duties.
Develops and implements effective tools of evaluation for the training program.
Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Education:
GS-12 and GS-13: There is no substitution of education for specialized experience for this position.
Experience:
GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
GS-12:
Experience in assessing employees’ need for training.
Experience with aligning training with organization’s strategic goals in the development of the annual training plan.
Experience in providing logistical support, course development, delivery, evaluation, and process measurements (metrics).
Experience in building solid cross-functional relationships.
Experience in creating a training budget, monitoring changes in the local budget and documenting changes.
GS-13:
Experience identifying, assessing and matching resources to meet the employees' need for specific training and development.
Experience aligning training development with our organization's mission and strategic goals within the annual training plan.
Experience providing logistical support, presentation assistance directly to instructors, enhancing local course development, delivering training, reviewing evaluations and developing training for deficiencies of local instructors, following up training with a review of process measurements(metrics), and cost analysis and management of local training.
Experience in building solid cross-functional relationships with local department heads, Executive Staff, Regional Employee Development Administrators, national training personnel, and local education and training higher learning institutions.
Experience creating a training budget, monitoring the budget, documenting changes within the budget, and keeping local training operations within fiscal allocated budget limits. Forecasting upcoming fiscal year budget for local training.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

This position IS NOT included in the bargaining unit.
In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution.
The representative rate for this position is $118,591 per annum ($56.82 per hour).
Special Conditions of Employment Section:
Initial appointment to a supervisory/managerial position requires a one-year probationary period.
The incumbent is subject to geographic relocation to meet the needs of the agency.
Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.
Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
