The City of Hartford is Hiring an Administrative Operations Manager Near Hartford, CT

Description

Vacancy is in the Department of Families, Children, Youth, and Recreation. Under general direction studies and resolves diverse and complex administrative problems. Manages budgetary and financial activities, grants administration, and process improvement. Acts as the local School Readiness Liaison. Maintains ongoing communication between the OEC, the local or regional School Readiness Council (SRC), the mayor (or designee), the superintendent (or designee), and the sub-grantee. Oversees the School Readiness, Quality Enhancement, and Child Day Care grant application processes using the OEC template and following local procurement processes. Provide outreach to the community to assist families in the enrollment process for School Readiness and other early care opportunities. Meet regularly with School Readiness providers to provide a forum to share information and best practices, review and clarify policies, and develop collaborative initiatives. Completes required monthly and ad hoc reporting. Conduct regular site visits to monitor compliance with all of the School Readiness grant regulations and develop action plans as appropriate. Collaborate with local school systems and early care and education programs to develop and implement local transition to kindergarten plans. Support the development and ongoing implementation of the community's early childhood plan. Performs related work as required.

This is a non-union position. The hours of work for this position are 40 per week.

Knowledge, Skills & Abilities

The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure: Knowledge of project and process management with emphasis on streamlining, automating, and documenting processes; Knowledge of principles and practices of public administration particularly as it relates to municipal government; Knowledge of grant funding principles, practices, methods, and resources; Knowledge of principles and practices of public human resources management; Knowledge of principles and techniques of statistical modeling and public sector budgets; Knowledge of business and personal computer hardware and software applications; Knowledge of principles and practices of governmental accounting and reporting; Knowledge of principles and practices of strategic financial management, including budgeting, cost/benefit analysis, forecasting revenues, and fiscal impact of programs; Skill in collaborating with others and influencing outcomes and people in a positive and constructive manner; Skill in verbal, written, and presentation communication; Ability to solve problems and to manage multiple priorities well and within deadlines; Ability to establish and maintain effective working relationships with municipal officials, department heads, employees, and the general public; Ability to interpret and analyze policies, procedures, regulations, and laws; Ability to analyze data and make appropriate recommendations; Ability to manage, coordinate, and review the work of assigned staff.

Qualifications

Open to all applicants who meet the following qualifications:
Bachelor's degree from an accredited college or university with a major in public administration, business administration or a closely related field ANDfive years of increasingly responsible public sector administration experience or an equivalent combination of training and experience.
Master's degree from an accredited college or university in public administration, business administration or a closely related field preferred.
A COPY OF YOUR DIPLOMA OR TRANSCRIPT MUST BE ATTACHED TO YOUR APPLICATION. A DIPLOMA OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.
HARTFORD RESIDENCY IS PREFERRED.Preferably be a bona-fide resident of the City of Hartford at the time of application. A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.

Physical Demands and Working Conditions
Work is performed primarily in an office environment with some travel to different sites; incumbents may be required to work extended hours including evenings and weekends.
If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, fingerprinting, and a background check. If appointed, you will serve three (3) to twelve (12) months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
