This Human Resources Generalist 2 position serves as a Talent Acquisition Specialist with the Office of Human Resources Management within the Office of Shared Administration and serves the WV Departments of Health, Health Facilities, and Human Services. Responsibilities include but are not limited to: Monitor staffing levels within assigned bureaus, offices, and/or facilities and proactively provide recruiting support. Partner with hiring managers to review, analyze, and clarify job descriptions to gain understanding of their talent needs and candidate selection criteria. Develop targeting recruiting strategies that attract a diverse and qualified applicant pool. Create job advertisements and brochures that are engaging, exciting, and encourage applicants to apply. Effectively leverage social media platforms as a recruiting tool, developing ways to track the effectiveness of each platform. Develop and maintain effective relationships with prospective employees and assist them with the application process. Coordinate and facilitate virtual and in-person hiring events in partnership with hiring managers and human resources representatives. Collaborate with local colleges and universities to promote and ensure the successful continuation of the summer internship program. Conduct assessments of the workplace environment to identify areas for improvement and recommend plans of action to improve employee retention. Administer onboarding surveys to assess employees experience during their initial months of employment and identify necessary changes to the onboarding process. Administer exit surveys to identify areas of improvement to reduce employee turnover. Develop metrics, track recruiting initiatives, and prepare and analyze reports for planning purposes. Assist hiring managers with assessing resumes and applications, screening applicants, and conducting interviews. Conduct end-to-end hiring processes that ensure a positive experience for candidates. Remain abreast of talent acquisition knowledge and industry trends. Ensure compliance with all federal, state, and local laws. Perform other related duties as assigned. This position requires occasional travel, including overnight stays. This position may occasionally require non-traditional work hours or overtime hours. Preference will be given to applicants with prior experience in employee recruitment.

Training: Bachelor's degree from a regionally accredited college or university.
