The employee in this position will gather, compile, review and authorize documents pertaining to the creation of Agency Purchase Orders and Agency Master Agreements. Negotiate contracts or agreements for the purchase of goods and services. Create and distribute Agency Purchase Orders. Gather, compile, review and authorize documents pertaining to Agency Delivery Orders. Create and distribute Agency Delivery Orders. Confer with DNR Procurement to research and create Agency Requests for Quotation, Agency Request for Proposals, and Agency Master Agreements. Serve as a point of contact for vendors and provide instructions on the registration process for both OASIS and the WV Secretary of State’s Office. Contact vendors to gather necessary information for the procurement process. Monitor expenditures and procurement to ensure that purchases or requests conform to specifications, budget amounts, and State and Agency Purchasing Rules and Regulations. Ensure purchase orders and delivery orders are properly coded and in compliance with budgeted appropriations, special revenue funds, or special appropriations. Analyze performance and review operation methods, determine and/or recommend needed changes or policies/procedures, guidelines, and formats. Develop/recommend solutions and provide methods to analyze the success or failure of the changes with quantitative and/or qualitative measures. Analyze procurement patterns and make recommendations within the Business Office based on those patterns. Assist in the development and implementation of SOPs, processes, procedures, forms, internal controls, and training programs. Train agency personnel on policies and procedures of the WV DNR Parks and Recreation Business Office. Develop manuals, instructions, and training materials for distribution to the Parks and for use at training sessions or seminars. Maintain various databases and spreadsheets of information pertaining to the Business Office. Maintain files (procurement and financial) and ensure they are kept up-to-date in both hard copy and digital formats. Performs other duties as assigned. Regular attendance is required.

Minimum Qualifications

Training: Graduation from an accredited college or university. Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications or related field.

Substitution: Additional qualifying experience as described below may be substituted on a year-for-year basis for the required training. Experience: One year of full-time or equivalent part-time paid employment in a technical or advanced clerical position providing administrative services such as accounting, budgeting, project monitoring and reporting, personnel, or procurement and property. Experience must have been at the Office Assistant 3 or Accounting Technician 3 level or higher.
Substitution: Successful completion of graduate study in an accredited college or university in one of the above fields may be substituted for the required experience on a year-for-year basis.
