Job Summary

As a part of the Fiscal Analysis & Results Management Division - Lead Agency Review Team, this position leads the implementation and integration of state and federal Home and Community Based Services (HCBS) policy into the unit’s objectives. Responsibilities include:

  • Developing new or revised policies and processes to support alignment with DHS strategic direction, federal and state regulations, and requirements
  • Monitoring HCBS policy trends through statewide engagement at the local level with County and Tribal Nations that administer HCBS programs and being apprised of HCBS policy trends at the federal level through internal and external stakeholder engagement
  • Conducts policy analysis and leads unit planning to build an integrated approach to HCBS policy interpretation, including collaborating with partners across the administration
  • Identify lead agency training, communication, and technical assistance needs and coordinates systemic feedback to policy area leads and subject matter experts

Specifically, the incumbent’s scope of work includes the following HCBS programs:

  • Community Alternative Care (CAC) waiver
  • Community Alternatives for Disabled Individuals (CADI) waiver
  • Brain Injury (BI) waiver
  • Developmental Disabilities (DD Waiver)
  • Elderly Waiver (EW)
  • Alternative Care (AC) program
  • Home care programs

Qualifications

Minimum Qualifications

3 years professional experience performing policy work for home and community-based services. Experience must demonstrate the following:

  • Working knowledge of federal and state policies, regulations, and laws impacting the budgets/costs and administration of HCBS programs including Medical Assistance, home health care programs, HCBS waivers (CAD, CADI, BI, DD, EW, AC) and other self-directed services and supports
  • Project management, process improvement, program redesign and related approaches
  • Demonstrate leadership sufficient to establish work goals and expectations, anticipate problems, plan contingencies, evaluate results, provide feedback, and advise others

Bachelor’s degree in Psychology, Social Work, Public Health or another related field may substitute for 1 year of professional experience.

Master’s degree in Psychology, Social Work, Public Health, or another related field may substitute for 2 years of experience.

Preferred Qualifications

  • MMIS, MAXIS, MN-ITS, SSIS and other data systems used by DHS, lead agencies, or service providers in the administration of HCBS programs
  • Use tools such as MS-Word and MS-SharePoint, as well as MS-Excel in documenting, inputting data, reporting, and supporting intuitive thought process for data analysis needs
  • Expertise in change management and continuous improvement methodologies
  • Plan, manage and facilitate meetings; understand diverse, sometimes competing, concerns of stakeholders, interest groups and constituents; develop and utilize facilitation strategies to foster collaboration
  • Ability to coordinate highly complex initiatives, activities and policies, lead planning, analysis, and program administration efforts
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
